Don't miss this important #EAC regional conversation of the Right to Information on Thursday 23rd July from 7:00PM- 8:00PM with @tiuganda1 @TIKenya and @TI_Rwanda #RTI remains a critical but insufficiently realized component of anti-corruption frameworks in East Africa. Where supported by effective demand by citizen groups, independent oversight, judicial enforcement, RTI can enhance accountability. Where these conditions are absent, RTI risks functioning primarily as a formal commitment with limited practical effect.

Corruption continues to undermine governance, service delivery, and public trust across East Africa. In #Kenya, #Uganda, and #Rwanda, the Right to Information (RTI) is widely recognised as a foundational accountability mechanism and an essential tool for preventing and detecting corruption. All three countries have adopted legal frameworks guaranteeing access to information and are party to international and regional instruments that enshrine transparency obligations. @tiuganda1 @TIKenya and @TI_Rwanda analysed the effectiveness of RTI as an anti-corruption tool and examined the extent to which legal guarantees translate into access in practice. the analysis focused on the interaction between RTI and key corruption risk areas, including procurement, public finance management, asset declarations, whistleblowing, and oversight. Join Us this Thursday 23rd July from 7:00PM- 8:00PM as we bring you a penal of expats to discuss this important topic.

The Asst. Procurement Officer Mr. Abel Lochoro while sharing feedback on the progress of the utilization of the GPP as Moroto district mentioned that from the training that was conducted in May 2026 with @tiuganda1 and @PPDAUganda Moroto as a district has been able to upload about 45 procurement plans onto the GPP system. He was pleased to share this as good progress considering that by the time of the training, Moroto did not have data entered into the system. He mentioned that one of the major challenges encountered is the limited internet connectivity which has slowed down his work and calls upon the district planner to integrate procurement of data for the department.

The Inspector of Government, Justice Naluzze Aisha Batala @IGGUganda in her opening remarks shares that the recently released 2025 Corruption Perceptions Index presents a sobering picture. Uganda’s score declined to 25 out of 100. Our ranking dropped to 148 out of 182 countries. This marks a reversal from the stagnation at 26% recorded over the past three years. She echoes that this performance calls for reflection and decisive action. Furthermore, she states that the CPI is not a measure of isolated incidents. It reflects how corruption is perceived in the public sector. It captures issues such as bribery, abuse of office and weak accountability systems. These perceptions influence investor confidence, public trust and national development outcomes. Globally, the situation is equally concerning. The average CPI score has declined to 42%. More than two-thirds of countries score below 50%. This confirms that corruption remains a serious and widespread challenge. #UgandaCPI #TransparencyMatters @ethicsug @OAG_Uganda @PPDAUganda @AntiGraft_SH @PoliceUg @Accu_Ug @actionaiduganda @IGGUganda @DKinUganda @petwander @zawelilian @tiprograms1 @JGwaira @MIRAC2Albertine @evidence_method @AgoraCFR @CSBAGUGANDA @URAuganda @WorldBankGroup @mopsuganda @anticorruption

Our Program Manager Ms. Lilian Zawedde @zawelilian in her submission while representing @tiuganda1 on the panel also emphasized that the fight against corruption cannot be won by government institutions alone. It requires a whole-of-society approach that brings together Parliament, the Judiciary, constitutional bodies, law enforcement agencies, local governments, CSOs, the private sector, religious and cultural institutions, the media, development partners, and individual citizens. Every stakeholder has a responsibility to uphold integrity and reject corruption in all its forms. TI-Uganda therefore calls upon all stakeholders to renew their commitment to building a transparent, accountable and corruption-free Uganda. @ethicsug @OAG_Uganda @PPDAUganda @AntiGraft_SH @PoliceUg @Accu_Ug @DKinUganda @petwander @tiprograms1 @JGwaira @MIRAC2Albertine @evidence_method @AgoraCFR

During the joint press conference with CSOs and government agencies to launch the Anti-Corruption Caravan held at the @actionaiduganda offices, the IG Lady Justice Aisha Batala @IGGUganda officially flagged off the caravan by appreciating the partners present for advancing transparency and good governance. She emphasized that their collaborative efforts reaffirm the collective resolve to safeguard public resources and ensure every investment reaches the target audience. Furthermore she mentioned that the citizens of Uganda are the first line of defense in the fight against corruption, their actions to speak up therefore make the change while the media's role as a bridge between the citizens and the anti-corruption actors is paramount in exposing the occurrences of corruption. @ethicsug @OAG_Uganda @PPDAUganda @AntiGraft_SH @PoliceUg @Accu_Ug @DKinUganda @petwander @zawelilian @tiprograms1 @JGwaira @MIRAC2Albertine @evidence_method @AgoraCFR

Mr. Arnold Illango Officer, Performance Monitoring @PPDAUganda commenced the training by introducing participants to the PPDA website and demonstrating the various sections available on the platform. He explained that the Government Procurement Portal (GPP) is one of the key components of the PPDA website and serves as a central platform for publishing and accessing public procurement information. He further explained that the @GovUganda is gradually transitioning towards electronic government procurement (e-GP), which enables procurement processes to be conducted online. At the time of the training, 36 government entities were actively utilizing the e-GP system as pilot institutions to assess its effectiveness and efficiency. He noted that the primary purpose of the GPP is to enhance transparency and accountability in public procurement by making procurement information publicly accessible. The platform serves as a repository for procurement documents and provides stakeholders with an opportunity to monitor procurement activities and hold responsible officers accountable. Mr. Arnold highlighted several key features of the GPP, including: * Publication of procurement plans. * Advertisement of bid invitations and procurement opportunities. * Publication of Best Evaluated Bidder notices. * Disclosure of contract award information. * Publication of suspended providers. * Access to procurement statistics and reports. He emphasized that the portal allows citizens, civil society organizations, media practitioners and service providers to track procurement opportunities and contract awards in real time. In many respects, the platform serves as a digital notice board for government procurement activities.

Mr. Tabu Job the DCAO of Obongi District in his welcome remarks highlighted that digital procurement aligns with current government policy directions and offers practical benefits, including reduced administrative costs. He cited the high costs associated with traditional procurement advertising methods and noted that the GPP provides a more cost-effective alternative. He observed that procurement remains one of the most critical functions within government operations and that corruption manifests in various forms throughout service delivery systems. He therefore welcomed the government's shift toward digital procurement processes, describing the Government Procurement Portal as an important tool for improving transparency, efficiency, and accountability. @PPDAUganda @Accu_Ug @DKinUganda @petwander
