The terahertz band gap is the dividing line:

Just a note: if you don't see the view attachment links inline (viewing in a browser), it's because of the delay between me posting the comment and downloading each attachment 1 by 1 to enable the feature. I just added 400 more comments, with 1304 attachments pending download. It will take me between 5 and 7 hours to complete the second step of downloading and uploading HHS attachments locally for browser viewing this latest batch. I'll reply to this when the next batch is done to get an idea of the exact amount of time it takes to rehost 1304 attachments found in the last 400 comment batch. Every single attachment on the HHS docket had to be opened, downloaded, and re-hosted one by one. No bulk download. No API. The site throws a 403 the second you try to automate it. Gigabytes of studies, and the only way through it was manual labor. Public health information shouldn't require a download queue to reach people. That's why we re-hosted it all so you can read every attached comment and study in your browser.

If cryptochrome density is what tips a tissue from just another photoreceptor into a spin-sensitive compass, then birds packed it into the retina and frogs concentrated it in the frontal organ instead. Same hardware, different deployment. The testable version is straightforward — quantify Cry4 or Cry1a expression per cell across bird retina, frog retina, and frog pineal, and see if the compass-active tissue is the one with the higher local density.
This matches earlier behavioral work on amphibians showing the light-dependent magnetic compass is mediated by extraocular photoreceptors in or near the pineal complex (and, in frogs, the frontal organ — a pineal outgrowth under a patch of skin on top of the head, sometimes called a “third eye”).
Blue/UV light creates radical pairs in the cryptochrome; the Earth’s magnetic field affects the spin chemistry of those pairs, which modulates the visual signal. The bird effectively “sees” magnetic direction as a pattern overlaid on its vision. This is light-dependent and an inclination compass (it senses the angle of field lines, not polarity).
