Two, my brother in Christ, Rouge has had a list of characters she's flirted with from multiple continuities that don't amount to much but fan service. Does she have feelings for Knuckles? Yes. But she also doesn't try manipulating Shadow considering he's literally capable of seeing through her tricks better than anyone. She doesn't manipulate Knuckles either but, Knuckles is more than capable of figuring out that she teases him. And if you bring up Sonic X, Rouge at most is bi considering she flirts with Topaz almost as much as she did with Knuckles.
