The debate surrounding Dr. Kizza Besigye's condition in detention and the ongoing tensions within Uganda's military establishment raises some very uncomfortable questions. Former Kira Municipality MP Ibrahim Ssemujju Nganda has dismissed Gen. Salim Saleh's account of his visit to Besigye in prison. Saleh reportedly claimed that he found Besigye critically ill and immediately instructed those responsible to transfer him to a better medical facility. But Ssemujju sees things very differently. He questions Saleh's intentions, arguing that the visit was not necessarily about securing Besigye's welfare, but about establishing just how ill he was and reporting back to his brother, President Museveni, while Besigye remains entangled in a politically charged prosecution. And Ssemujju does not stop there. He also weighs in on Muhoozi's targeting of Gen. Peter Elwelu, describing it as part of a deliberate effort to purge the military establishment and consolidate personal control over the armed forces. These are serious allegations, and they deserve serious scrutiny. Think about the questions they raise. Why should a critically ill political detainee need intervention from the president's brother to access appropriate medical care? Why is the welfare of a prisoner seemingly becoming a matter of political and family intervention? And what is happening inside the military if senior officers can suddenly find themselves caught up in internal power struggles? We need to examine both developments because they touch on two fundamental institutions: the administration of justice and the command of the armed forces.
