The STI Secretariat, led by the Hon. Minister for Science, Technology and Innovation, Hon. Eng. Jonard Asiimwe Akiiki, is this afternoon engaging the Ministry of Health, led by Hon. Dr. Chris Baryomunsi, together with leadership and technical teams, in a consultative meeting on advancing Uganda’s Pathogen Economy through coordinated research, innovation, manufacturing and market adoption.
The engagement is exploring the establishment of a joint technical working group, a national Pathogen Economy priority and product pipeline, and a common research-to-procurement framework informed by disease burden, imports, procurement needs and industrial opportunities.
The teams are also considering the mapping of infrastructure, datasets and expertise, addressing institution-specific R&D and innovation challenges, and establishing a coordinated implementation framework with clear timelines and quarterly ministerial reporting.
The shared direction is to translate Ugandan health research into locally manufactured products, stronger national health capability and economic value.

The engagement between the STI Secretariat and the Uganda Vice Chancellors’ Forum welcomed the proposed National Inter-University Collaboration Programme, while calling for its further refinement to respond more deliberately to Uganda’s national priorities and the needs of the wider STI and industrial ecosystem.
The Hon. Minister emphasized that the proposed staff mobility should not remain confined to universities, but should extend into industries and manufacturing ecosystems to deepen the academia–industry interface. The same approach should guide PhD production and retention, ensuring that advanced training responds to the capabilities Uganda and its industries actually require. He further encouraged UVCF to become a regular strategic convening partner within the STI ecosystem while maintaining its independence to advise.
Universities were also challenged to identify distinct national capabilities aligned with the ATMs, clearly demonstrating what each institution does best, the facilities available, and the teams capable of delivering that expertise.
On strengthening domestic economic value, the Hon. Minister emphasized the discipline of keeping money circulating within Uganda’s economy:
“Why buy a UGX 12 million phone in Saudi Arabia when you can buy it on Kampala Road and keep that money circulating within our economy?” Hon. Eng. Jonard Asiimwe Akiiki was quoted.
The Hon. Minister further underscored the urgency of translating knowledge and research into technologies, products and economic value:
“What we do not have is time to waste. Curiosity must become an idea; an idea must become a technology; and technology must translate into products that drive socio-economic transformation and national pride.” Hon. Minister was quoted.
These interventions form part of strengthening academia’s contribution to Uganda’s development methodology and the pathway towards the country’s US$500 billion economy ambition by 2040.
