Yes, Parashurama was human, and Ravana's boon left out humans.
But the boon only opened the door. Who could walk through it was decided long before.
Ravana was Jaya, Vishnu's own doorkeeper, in his 2nd cursed birth.
In every birth, Jaya and Vijaya fell only to a full avatar.
Varaha killed Hiranyaksha. Narasimha killed Hiranyakashipu.
Rama killed Ravana and Kumbhakarna. Krishna killed Shishupala and Dantavakra.
And Parashara names exactly these 4, Rama, Krishna, Narasimha and Varaha, as the only purna avatars.
All the others carry a portion of jiva. Parashurama is one of them, the avatar of Shukra.
Valmiki narrows it further.
Anaranya of the Ikshvaku line, dying under Ravana's sword, declares that Rama, son of Dasharatha, will take his life.
Nandi says monkeys will destroy his race.
Vedavati vows to be reborn in Janaka's house for his end.
And at Sita's swayamvara, Parashurama's tejas left him the moment Rama strung Vishnu's bow.
PS: I am glad that at least because of an imperfect movie, we are discussing the Ramayana.
Ravan could only be killed by a human. So why did Vishnu ji choose to take birth as Ram, when parshuram ji already existed?

I took my 5 year old to watch Ramayan. By the end of it, she was super angry & pissed at the way Ravan killed the “Big bird”. Uprooted its nail, mutilated it. Kids love animals & birds.
There is no Ravan love in her little head.
It’s that simple. Villains have a sad backstory. Something that pushed them to evil, and they exact their revenge on the entire humanity. That’s a recipe of a super villain. It’s just that.
