I addressed the @RD4U_claims Conference of Participants online, calling on them to accelerate ratification of the Convention establishing the Claims Commission for Ukraine. 11 countries have ratified the Convention; 14 more are needed to establish the Commission. I thank those who have already ratified it and urge all remaining signatories to act without delay. I welcomed the Register’s full operational capacity, with all 43 categories open and over 200,000 claims submitted. My sincere gratitude goes to the Register, its Board and all Participants for their hard work. Yet documenting Russia’s aggression is only the first step. This record must be turned into justice and compensation for its victims. Alongside ratification, we must lay the foundations for a future compensation fund in accordance with international law. Russia must be held accountable and pay for the damage it has caused.

Just landed in Helsinki. The Nordics are our closest allies, and our destinies are bound together, just as they were a thousand years ago. Thank you, Finland, and thank you to all our Nordic friends for everything you already do for Ukraine. Today, I will meet with Finland’s high-level officials, my Finnish colleague @elinavaltonen, and colleagues from Norway and Denmark. We will also have a separate trilateral format with the foreign ministers of Finland and Norway to discuss peace efforts and coordinate the decisions our leaders agreed in Oslo. Tomorrow, I will address the Nordic Council session for the first time. The priorities of our talks are set by Russia's daily terror. They are air defense to protect our skies this winter, equipment for our energy sector and shelters, where Finland leads the relevant coalition, and joint weapons production for our soldiers.

Russia carried out a horrific ballistic missile strike on Kyiv overnight. Targets included a dormitory, a medical facility, residential buildings, the metro, a bridge and a gas station. This is pure state-sponsored terrorism. At least ten other regions of Ukraine also came under attack, with strikes mostly targeting energy infrastructure. People have been killed and injured across the country. Helping Russia break its international isolation while it refuses to stop its war is unacceptable. Putin is a murderer with blood on his hands. His place is in the dock in The Hague, not at international events.

Organising world championships in Moscow brings the international sport community back to Russia while its war against Ukraine persists. The International Weightlifting Federation made that choice, whilst serious questions remain about the role the Russian federation led by EU-sanctioned Aleksandr Vinokurov in securing it. The IOC must explain how its rules prevent international sport from being used to normalise this war and who takes responsibility for the safety of athletes expected to compete there. Sport is not a back door around EU sanctions. If the activities surrounding these sport bodies are used to circumvent sanctions, those responsible will be held accountable.

I held a coordination call on the situation with weapons supplies from our partners and efforts to restore energy infrastructure following Russian strikes. Prime Minister Sergii Koretskyi reported on the work underway in the regions. I thank every repair crew and all energy companies that are fully carrying out their assigned tasks. The work is continuing virtually nonstop, and we are using the equipment reserves we have built up. I expect the Ministry of Foreign Affairs of Ukraine, the Ministry of Energy, and other agencies involved to communicate in a timely and sufficient manner the need to replenish these reserves. The Minister of Defense of Ukraine, the Commander-in-Chief of the Armed Forces of Ukraine, and the Minister of Foreign Affairs reported on the supply of air defense interceptors to Ukraine, first and foremost Patriot missiles. We are working on several tracks – with the United States, Europe, and other partners that have stocks of PAC-2 and PAC-3 missiles. In particular, we have been waiting for nearly a month for Mr. Hegseth to sign off on missiles for Patriots and NASAMS. I instructed our team to raise this with the American side once again. Conversations with other countries are also ongoing. We also discussed preparations for the November Ramstein meeting. It is important to speed up the implementation of decisions that have been on the table for some time. Every support package is an opportunity to protect people's lives. Thank you to everyone who is providing real support and, in particular, helping speed up these critically important deliveries.

Proposals to resume Russian gas sales to Europe, as reported by @TheEconomist, are flawed and dangerous. After decades of Russian energy blackmail, Europe has only just begun to achieve true energy independence. For Moscow, energy is a weapon, not a business. This lesson has been learned the hard way. In 2019, President Trump's firm decision to halt Nord Stream 2 construction was one of the greatest investments in Europe's security. By contrast, the US decision to let construction resume in 2021 was one of the gravest strategic mistakes. Allowing Russian pipelines to bypass Ukraine invited Putin to launch his full-scale invasion. Past mistakes must be neither forgotten nor repeated. These strategic failures brought no greater prosperity or security — only war, turmoil, and crisis. An end to this war will not come through concessions, business deals, or flattery. It can end only through strength and by depriving Putin's regime of the resources to continue it.

My team and I spoke with President Trump’s envoys – Steve Witkoff and Jared Kushner. We talked about the results of the meetings in Oslo and St. Petersburg, and how we can move diplomacy forward this November. We have an agreement to hold a trilateral meeting – Ukraine, America, and Russia – at the team level. The plan is to meet in the first half of November. We are ready to meet any day – even tomorrow. But it all depends on the Russians. We expected a trilateral meeting this October, too. But it didn’t happen – because the Russians came up with another reason not to meet. Now we all need to focus on making these meetings happen – together with America, Europe, and all our partners. Can they happen without America or without American pressure on Russia? Probably not. That’s why we are really counting on America to keep this a priority at every level. And we need to move from technical-level trilateral talks to a meeting of the leaders – because the key issues can only be settled at that level. From an address at the Hudson Institute. (1/3)

A deeply moving concert in Bern with the National Bandurist Capella of Ukraine named after Heorhiy Maiboroda. Through their music, I felt the sorrow and joy, pain and resilience of our people. Ten Capella members are now defending Ukraine at the front. We fight not only for our freedom, but also for our culture, traditions and identity. May we preserve our heritage and pass it on to future generations🇺🇦 #Ukraine #UkrainianCulture #StandWithUkraine #CulturalHeritage#Bandura

Seventy years ago, the Hungarian people rose against Soviet oppression and stood up for their freedom. Moscow sent tanks to demolish freedom, kill protestors, and persecute the Hungarian people. But ultimately, Moscow lost. Hungarians persisted through decades of oppressive rule and gained their freedom back. The victims of those autumn days seventy years ago and the scars left by that brutal oppression on the Hungarian nation must never be forgotten. Since 1956, the courage and heroism of Hungarians have became a powerful symbol of resistance for generations of Europeans and continue to inspire us today. The values and aspirations of the 1956 Hungarian Revolution resonate deeply with Ukrainians today as we defend our freedom and independence against Russian aggression. Today, we pay tribute to the heroes of the 1956 Hungarian Revolution. Their sacrifice is a lasting reminder of the price of freedom and the importance of European unity in the face of Russia’s ongoing aggression. Tisztelet a hősöknek! Együtt erősebbek vagyunk! Ruszkik haza!

Overnight, Russia once again attacked Ukrainian cities, towns, and villages. At least four people have been killed in Russian attacks on October 22, and dozens were injured. The sounds of explosions, collapsing buildings, and people crying out for their loved ones are what Russia continues to deliberately bring to Ukrainian streets and families. Russia has not moved away from its path of terror. On the contrary, it continues to pursue it, day after day, night after night. An aggressor must be called what it is: an aggressor. There must be no let-up in pressure on Russia until it ends its war.

Three waves of ballistic missiles have been launched at Kyiv by Russian “humanitarians” since yesterday evening. They used 21 missiles. Unfortunately, numerous sites across the city have been hit and damaged: ordinary residential buildings, energy facilities, infrastructure at one of the railway stations and the metro, shopping malls, and businesses. Even a monastery is among the damaged sites. Our emergency services are working at all the affected locations. Twelve of our regions came under Russian attack overnight. In Kyiv and across the regions, 34 people were injured, including five children. As of now, two people have been confirmed killed. My condolences to their families and loved ones. Almost immediately after another round of talks, Russia launched a pointed attack. This means there has been no real change in its attitude toward everything that is happening. It is important to keep trying to find the right solutions to end this war. But when Russia responds to negotiations with ballistic missiles, real pressure on Russia is needed to bring about different steps – steps toward ending the killing. Stronger air defenses and the rapid delivery of missiles, the ability to destroy ballistic missile launchers, sanctions over the war – all of this must be in place. I am grateful to everyone who sees the situation for what it is and acknowledges the reality. The aggressor deserves to be treated accordingly. Ukraine deserves support. People's lives deserve protection. Thank you to everyone who stands with Ukraine!
