Under Alaska Statutes § 15.15.450 the State Director of Elections certifies elections in Alaska.
Governor Dunleavy transmits a secondary certificate to the Senate.
If he fails to do so, the Senate clerk may directly get the certification from the Director of Elections.
He has no authority to block or prevent certification.
