This really interesting aircraft appears to be the Northrop Grumman "All Purpose Stealth" aircraft first proposed in around 1991 out of the Northrop Advanced Technology and Design Center (NATDC). See here mention of NATDC's former projects, including an F-16 derivative, a multi-role fighter, a high-reliability fighter, the AX, advanced pilot interface technologies, and CAS-X. The All Purpose Stealth Fighter, possibly nicknamed "senior citizen" Anders found was meant to transport special operations forces. NATDC is quite interesting here because of how low-profile this incredible aeronautics and stealth project group was out of Northrop Grumman that went totally dark in the mid to late 1990s. We know that at least by 1991 or 1992, NATDC operated at Northrop's Pico Rivera Facility in Los Angeles County, CA. Pico Rivera, of course, served as the primary site for B-2 bomber development and production. But by 2000/2001, Pico Rivera’s laboratories and technical facilities were moved to El Segundo and rolled under the newly established Northrop Grumman Advanced Systems Development Center ASDC. We can assume NATDC -> ASDC, and this group was critical to RDT&E of UAVs or unmanned aerial vehicles including the X-47A Pegasus, but by 2003 all mention of NATDC or ASDC go dark. Quite an interesting piece of Northrop I really recommend learning more about. Check out my Northrop part 2 project at about 2:51:47 (NATDC chapter in description) youtube.com/watch?v=0kLSp0lH…
And for further reading on the speculated black project aircraft SENIOR CITIZEN: stargazer2006.online.fr/airc… Testing speculated to have taken place at the Tejon site.

It is associated with a Groom Lake program. Paglen's book is only a very tiny fraction of the program patches out there. Important to remember that can't take the imagery literally. It's a cheeky nod to the Tr-3b rather than "confirming" that it exists. Also see this one from AFOSI/PJ.
