For the first time ever, a US Secretary of State visited India without stepping into New Delhi.
Marco Rubio landed in Mumbai, met Jaishankar there, and then went straight to the Reliance Jamnagar refinery to meet Mukesh Ambani. No meeting with Petroleum Minister Hardeep Puri.
Here is the context most people are missing. Diesel in America is above 6 dollars a gallon. US midterm elections are on 3 November. Washington has eased Russian oil sanctions, asked Ukraine to go easy on Russian refineries, and now controls Venezuela's oil. But Venezuelan crude is heavy and very few refineries can turn it into diesel. Jamnagar can.
So Rubio did not come for a minister. He came for a refinery.
