Hey @RBI , your last Master Circular on Customer service in banks was in 2015 and doesn't reflect changes brought about after India's Rights of Persons with Disabilities Act 2016 (aka RPwD / RPDA) and Mental HealthCare Act (MHCA) 2017. So banks are still fussing to open accounts

In Feb 2016, after @EqualsCPSJ flagged problems faced by people living with mental illness @RBI issued this clarification under Mental Health Act 1987 (then still in force) requiring documentary proof of inability to contract (Yay section 12 Contract Act!) m.rbi.org.in//Scripts/BS_Cir…

Election Commission's own software contains a lock written for one state, and only one - West Bengal. An independent audit of the Commission's portal ECINET, reported by @htTweets has found a feature that can bar Electoral Registration Officers and Assistant EROs, only in West Bengal, from two critical functions: 🔹Reviewing voters' enumeration forms 🔹Viewing the notice and hearing dashboard Officers in every other state have access to both. The audit found no such exclusion anywhere else in India. The audit was carried out by the civic-tech initiative Charchagram. Its data scientist Saurav Rajput examined ECINET's publicly served code on October 2, 6, 7 and 9. The feature was still there in code fetched as recently as October 19. In his words: West Bengal is separately hard-coded in the codebase & excluded from it (for ERO and AERO). Understand what is at stake. The enumeration form page holds each voter's details - name, voter ID, who submitted the form, the documents uploaded & the booth level officer's recommendation. It holds the ERO/AERO-Document & Hearing-Order files, along with the buttons to send a form back to the BLO or flag it. The notice & hearing dashboard is where notices are tracked and hearings processed. It is where the decision is made about who stays on the roll and who is removed. Under the law, the ERO is the officer responsible for preparing and revising the electoral roll. If ECINET can shut Bengal's EROs out of the forms & the hearings, the country has a right to know who would be reviewing them instead. On September 24, the Election Commission told the country that ECINET is a decentralised platform and that nobody else can perform their statutory function on ECINet, including any other officer of ECI. If only EROs and AEROs can perform these functions, and the code can bar Bengal's EROs and AEROs from the forms and the hearings, then the Commission's two claims cannot both stand. Now look at the timeline - 🔹September 26: After two Election Commissioners raised objections, the Commission set up a committee to examine whether ECINET complies with the law, following complaints that control of electoral rolls had been centralised. 🔹September 28: Bengal exception has existed in the code at least since this date. 🔹October 16: A new build of the app is introduced. Bengal exception is still in it. 🔹October 19: The exception is still present in the live code. While the Commission said it was examining whether its system had been centralised, the code continued to treat one state differently from every other. When Hindustan Times sent the Election Commission a questionnaire, it did not respond. Nation demands- 🔹Explain why ECINET's code contains a West Bengal-only exclusion for EROs and AEROs. 🔹Name who ordered this code to be written & when. 🔹Disclose whether this restriction has ever been switched on, in which constituencies, and for how long. 🔹Reveal who reviewed Bengal's enumeration forms and hearings during any period the restriction was active. 🔹Publish ECINET's access rules and access logs, and place the portal before an independent technical audit with the findings made public. Code does not write itself. A hard coded exception for one state is a deliberate choice & someone made it. The Election Commission must tell nation who made that choice & why. From Karnataka's "dead" voters to Delhi's "untraceable" citizens & now a Bengal only exception in the Commission's own software, the same question keeps coming up: who is really in control of India's voter rolls? The vote belongs to the people, not to whoever controls the code. hindustantimes.com/india-new…

My dear friends, please, I hope to demand your absolute attention to this matter: In 2018, my junior from St. John’s Medical College, Bengaluru, Dr. Randall Sequeira (middle in the pic), trekked up a steep, bauxite-rich plateau in Odisha to hold a monsoon health camp in the indigenous Kutiya Kondh village of Kutrumali. In a piece he wrote then titled "Kutrumali’s Demons," Randall described sleeping under a dripping school roof in freezing fog, borrowing utensils from a local health worker to cook khichdi, and waking up at 6 AM to a line of tribal mothers. He wrote with heartbreak about treating malnourished toddlers with protruding bellies and visible ribs, listening to stories of stillbirths and chronic fevers, while noticing the shiny new solar lights installed by a mining conglomerate eyeing the aluminium ore beneath the villagers' feet. Comparing his small medical team to hobbits sheltering in the night, Randall worried about the outside forces coming for that fragile village. Randall stayed with the tribal/ adivasi community to serve them. After St. John’s and an MD in Internal Medicine from SMS Jaipur, he gave up every comfort of urban medicine to live in Kalahandi, recognizing that clinical prescriptions are meaningless when indigenous communities are stripped of their forests, water, and dignity. On the night of October 16, Odisha police picked up Dr. Randall Sequeira and Dalit activist Laxman Naik at 11 PM from his home in Bhawanipatna. A gentle physician who has spent years trekking up hills to save tribal children is now locked in Rayagada sub-jail under frivolous but draconian charges (attempt to murder, dacoity), simply for standing with Adivasis peaceful protesting the mining of their sacred hills in Sijimali and Kutrumali. thewire.in/rights/randall-se… Odisha Govt. said it will cut down forests to connect tribal villages. But it was a way to bypass green laws and fast track London based Vedanta’s, and Adani's mining plans. Local organisations estimate that around 45 villages depend on these hills and would be affected. reporters-collective.in/trc/… The state has answered with repression rather than dialogue. In the last three years, at least 43 police cases have been filed and over a hundred Adivasis and Dalits, both women and men, have been incarcerated in Odisha jails. For example, from In March and april 2026, 8, 2026, to April 8, 2026, within one month, 24 people were sent to jail, 217 were made accused, and the number of “others” total 1,140. An activist who was not named in the original FIRs, but has since been implicated in about 12 cases, so that bail in one case is followed by arrest in another. This pattern of capture and releases have been used to crush rational dissent. Dr. Randall understood that being a good doctor means understanding that prescriptions cannot compensate for the denial of land rights, that surgery cannot undo displacement and that no medical can substitute for the basic infrastructure a government has failed to provide. thehindu.com/sci-tech/health… To my fellow medical fraternity, and every citizen with a conscience: a kind physician who embodies the highest ethics of our profession is being criminalized to clear the way for bauxite mining. Please do not let his voice be buried in a sub-jail. Amplify this, demand due process, and demand the immediate release. Please sign in this form to show solidarity: forms.gle/o2Rj2Uu3tXaoWu9dA If anyone can help out in this situation please reach out to Medico Friend Circle - mfcindia.org/

Apropos of nothing, in 2015, the Kenyan HC held that “breach of peace bonds” were a colonial relic, used by the Brits to suppress dissenting voices, and struck them down as inconsistent with a constitutional democracy. Interested people can read it here: kenyalaw.org/akn/ke/judgment…

Public transit data collected with public money should be public and freely accessible. Selling it to preferred vendors in opaque deals is deplorable. Every single civilized country puts up gtfs data publicly along with Traffic congestion and other detailed city transit stats.

Several things wrong with the SEM order but not this 😭 the best argument is not - oh the SEM was exercising due caution The argument is - should the SEM even exist, and are the grounds for preventive detention valid

The houses were built by NGOs. What then is the Govt doing if so much of its work is being provided by non-profits?
With no usable toilets in their homes & rainwater flooding the ground around them, Irulars in Nemmeli face a dire situation. With nowhere to relieve themselves, they say they cut their food intake by half to avoid having to use the toilet, during heavy downpour. @xpresstn

Read this important article on #Pallikaranai marshland proposed Zone of Influence. There are 65 satellite wetlands that drain into Pallikaranai marsh and keep its functionality intact. Now, the revised ZoI had shown zero regard to them and their connecting water channels. The whole exercise is nothing but a sham. The map below list and shows how the 65 satellite wetlands forms part of Pallikaranai watershed, which is critical for Chennai’s groundwater recharge and flood management. Democracy is light-hearted, hopeful and irreverent. Authoritarianism, on the other hand, squelches joy and hope. It can last only when people stop hoping for better times. And so, the struggle is not just against forgetting, it is also against hopelessness.
What an adorable shot! This beautifully captures the spirit of yesterday’s protest. People from different political parties with different ideologies and convictions coming together for a cause greater than their individual differences. The INDIA bloc did good! ♥️

I don't think it is fully understood what young people are putting on the line in these protests, their courage. They have no rank, money, access, privilege or social media following. Esp. young women who also face the risk of physical harassment. An extraordinary generation.
This HT photo from Mumbai is very disturbing.

Ramit Verma, behind @thepeeinghuman, picked up near CP inner circle. @Basantrajsonu and @ImAvdheshkumar were there when this happened — they say groups of right-wing men roaming the area, are singling out students & protesters affiliated with Left unions. Ramit was similarly targeted — you can hear them say that he was trying to burn the shops (total nonsense) — and the security personnel just take Ramit away. So protestors in twos and threes are being detained but full freedom for rw men targeting people. It is not clear which organisations these men belong to.

Methinks the police doth protest too much about permissions for peaceful assemblies. "If such laws were illegitimate and labelled as black laws under colonial rule, are not the laws and structures which adhere to that same colonial logic equally illegitimate today?”
