I think because of his experience with gangs in El Salvador, he was given the contract to wipe out Haiti’s gangs, and used his kidnapped citizens as bait, and as a legal pretext for going into Haiti. Similar to the Iraqi WMD claims Bush used to justify the invasion of Iraq and the overthrow of Saddam Hussein.
