𝗔 𝗦𝗲𝗾𝘂𝗲𝗻𝗰𝗲, 𝗡𝗼𝘁 𝗮 𝗦𝗶𝗻𝗴𝗹𝗲 𝗔𝗰𝘁 The displacement of Shadi Kaur was not a single act but the result of a sequence, each step adding to the pressure on the population: mass detention and torture in early May; the disappearance of around 40 men; a three-day blockade; the killing of Sardil in late May; weeks of checkpoint restrictions and food shortages through June; and finally, in July, a direct order to leave, backed by a threat to burn homes. Two forms of displacement are involved. The order of 9–10 July was a forced eviction in the strict sense: a direct instruction to vacate, backed by a threat of destruction. Everything that preceded it amounted to coercive displacement: conditions imposed on a population that make it impossible for people to go on living where they are, whether or not a formal order is ever issued. By the time the order came, detention, torture, disappearance, killing and hunger had already placed the people of Shadi Kaur under intense pressure to leave; the order removed any remaining choice. Responsibility for the displacement therefore rests both with those who created those conditions and with those who gave the order. The blockade and the food restrictions were imposed on the whole population, not on individuals suspected of any offence. Shadi Kaur takes its name from the Shadi Kaur river, which flows from the hills north of Pasni to the Arabian Sea. The area lies in Pasni tehsil of Gwadar district, on the old road between Pasni and Turbat and on the route that links Turbat to the Makran Coastal Highway. It is a large agricultural area rather than a single village; Zareen Kaur is part of it, and Tarati, Goristani and Kabadi lie nearby. Its best known landmark is the Shadi Kaur Dam, about 50 kilometres north of Pasni. First built in 2003, the dam collapsed in 2005 and was rebuilt; the new dam was inaugurated in 2016. Shadi Kaur has around 10,000 acres of agricultural land, worked mainly by orchard and vegetable farmers. Its produce watermelon, above all goes to markets in Karachi, Turbat, Gwadar and Pasni and earns tens of millions of rupees a year. The rebuilt dam’s planned irrigation command area is about 7,595 acres; the agricultural area of Shadi Kaur as a whole is larger. For a report on displacement, these figures matter because of their effect on people who have not themselves been detained. A community that has watched neighbours, drivers, students and labourers taken from checkpoints, homes and workplaces; many of them later found dead. has every reason to treat staying as dangerous, with or without an order to leave. This is fear driven displacement. 𝗧𝗵𝗲 𝗜𝗺𝗽𝗮𝗰𝘁 𝗼𝗻 𝗙𝗮𝗺𝗶𝗹𝗶𝗲𝘀 For the families of those detained or disappeared, displacement comes on top of fear and uncertainty: many do not know where their relatives are held, or whether they are alive. The killing of Sardil has deepened that fear. Displacement has also cut families off from health care, schooling, food and other necessities. Women, children and people seeking medical care were caught up in the detentions and restrictions. For a farming population, being unable to return to homes and land threatens not only immediate survival but also the livelihoods on which families depend. Displacement into nearby towns rather than organized camps, leaving families dependent on host communities. Shadi Kaur is not an isolated case. It sits within an escalating pattern of military operations and enforced disappearances in the Pasni corridor, within a province wide surge in enforced disappearances, and within a wave of eviction orders that, by September 2026, had reached Sardasht and Kulanch, Shor Parod and the neighbouring villages in Kalat, Mastung, Noshki and Zamuran.
