On #Refugees and IDPs, UK allocated £1.34bn to support refugees in neighbouring states. Returns will become increasingly complex as rights of refugees and host states both need to be considered. Safe areas (for returns) are generally up for political debate
On #safeguarding, women and girls face sexual violence & abuse at hands of male-dominated distribution channels - @AlistairBurtUK says that safeguarding is key part of due diligence, have systems & practices in place to check all partners. Now part of fabric of work with partners
"The cost of rebuilding #Syria will be enormous. If Syria is to be rebuilt and be stable in the region... it cant be done unless there is a different form of government... than at present. It will not be to our advantage to rebuild [the current] government." @AlistairBurtUK
Ensuring that the post-conflict government is inclusive and able to function, and is responsible for its people.
How is UK providing reconstruction, and what is the difference? @AlistairBurtUK says stabilisation/humanitarian assistance is needs-based; people have basic needs. Recon = longer-term needs to re-build following conflict e.g. in Iraq.
.@AlistairBurtUK assures the @CommonsIDC that #UKaid is directed on a needs-basis, regardless of whether the area is regime-held or opposition-held. Stabilisation and reconstruction is a different situation - long-term UK involvement relies on int. agencies support on the ground
Investment in #education has increased across developing world, but most countries have to mobilize much more resources & use those resources much more effectively. @JaimeSaavedra22 #EWF2019
Concerns over #education. @lloyd_rm especially concerned about education in Afrin are islamic, rather than 'of local sensitivity'. @AlistairBurtUK says this has not be officially reported to them, but local gov is monitored and notes the Ministers comments
.@foreignoffice says Turkey argues that they are not closing off areas and people are not returning due to their own choices, though perhaps more complex about that. Concerned about demographic changes and wouldn't want to see any type of ethnic cleanse.
There is talk of creating a safe zone with a degree of autonomy, in which people can return to their homes in Northern Syria (predominantly Kurdish areas) says @AlistairBurtUK #Syria #Turkey
In response @AlistairBurtUK says that some are allowed but Turkey takes cautious attitude to those working in this sector. Decisions are not always made purely on humanitarian basis. UN coordinator does make case for humanitarian aid to have access.
How has security spend changed given the kidnap/killing of aid workers? @AlistairBurtUK says must use info to prevent people entering dangerous areas, provide essential kit if necessary. Local negotiation with militias needed to reduce threats to #humanitarian workers
.@DFID_UK and @foreignoffice monitors feedback info which is triangulated with @UN & NGO partners & mechanisms to allow field visits, despite Ministers not being able to be on the ground.
.@lloyd_rm says the only orgs that are given access are those that are supportive of Turkey in wider geopolitical context. Those that may be critical of Turkey are barred - may affect the level of support
