The @KenyaGovernors continues to advance gender equality and women’s empowerment through initiatives such as the National Women Leaders’ Convening, assessment of County interventions promoting women’s participation in governance, and the development of County Gender Data Sheets to strengthen evidence-based decision-making.
Earlier today, I highlighted these interventions during the National Gender Sector Working Group meeting at Safari Park Hotel, alongside ongoing efforts to establish the Gender, Culture and Children Services Intergovernmental Forum to enhance intergovernmental coordination.
I underscored the importance of nurturing more women leaders who can break barriers and create opportunities for others, while calling for renewed commitment to preventing and responding to SGBV as we approach the 16 Days of Activism.

Counties have made significant progress in advancing Kenya’s industrialisation agenda, with 34 counties implementing County Aggregation and Industrial Parks (CAIPs), over 130 new markets constructed in FY 2025/26, and 36 counties automating business registration and licensing processes to improve the ease of doing business.
Speaking during the Presidential Session of the Industrialisation Summit graced by the President H.E @WilliamsRuto the @CogChair H.E. Governor Muthomi Njuki, reaffirmed the commitment of all 47 County Governments to creating an enabling environment for investment, manufacturing, trade and enterprise development.
He outlined key commitments, including operationalising industrial parks, strengthening investment promotion, harmonising trade regulations, supporting local enterprises and enhancing accountability through annual County Investment Scorecards.
He also called for predictable financing, clarity on devolved functions and stronger national-county-private sector partnerships to unlock the full potential of county economies.
Devolution is not a cost on the national budget; it is a growth strategy. Counties therefore, are ready to deliver factories, jobs and markets across all 47 Counties.
Counties must use social media to engage with Kenyans properly

Access to quality surgical care should not be determined by where one lives.
Today, I led the Council of Governors team in a meeting with @Proximie Global Health, led by Dr. Shannon Shibata-Germanos, Head of Global Health, to review progress in the Counties and the impact of digital technology in strengthening access to specialised surgical care.
We noted encouraging progress in Murang’a, Kilifi and Makueni, where the Proximie platform is enabling senior surgeons to provide real-time guidance to colleagues during complex surgical procedures, helping improve patient outcomes and save lives.
Our focus remains on leveraging innovation, partnerships and technology to ensure that every Kenyan, regardless of location, can access safe and quality surgical care.
County Governments play a central role in project planning, implementation, coordination and community engagement. The success of the Kenya Watershed Services Improvement Project (KEWASIP), launched earlier today, will to a significant extent be determined by strengthened systems at the County level, enhanced intergovernmental coordination, the concerted efforts of all implementing agencies and stakeholders.
The official launch of the Kenya Watershed Services Improvement Project (KEWASIP) is more than the commencement of a development project.
It marks an important milestone in our collective efforts to restore degraded landscapes, strengthen watershed management, enhance climate resilience and improve community livelihoods.
The 5-year @WorldBankKenya funded project, is expected to restore approximately 200,000 hectares of degraded landscapes and 750,000 beneficiaries across five priority watersheds in 12 Counties.
Community participation, accountability and sustainability are central to this project. The Council of Governors reaffirms its commitment to strengthen intergovernmental collaboration, support County Governments and work closely with communities to ensure the effective implementation of the project and timely delivery of planned interventions.
Behind every maternal and newborn death is a sobering reminder of the work that remains to be done. Our collective commitment must translate into action that saves lives and transforms health outcomes. Investing in maternal and newborn health is investing in the future of our communities.
The signing of the MoU between @KenyaGovernors and the Beginnings Fund reaffirms our shared commitment to strengthen health systems and improve maternal and newborn health outcomes in Kenya. Realizing these outcomes requires the concerted efforts of all stakeholders, including both levels of government and partners.
We are confident that this initiative will deliver real impact for mothers and newborns across Kenya.
Human capital is the greatest asset of any institution, and HR professionals are central to shaping the institutions we aspire to build.
Value must be reflected in meritocracy, honesty and fairness in recruitment, promotion and performance management. Authenticity demands consistency between what we promise and what we deliver, building institutions and brands that inspire trust. Influence is measured by how we lead, engage and empower the people we serve.
As the Council of Governors advances the devolution agenda, we must build a public service culture rooted in integrity, professionalism and people-centred leadership. Transformation begins with how we treat our people and the values we uphold every day.
Our journey towards a first-world Kenya depends on institutions that are not only effective, but also trusted by the people they serve.

County Governments must place human capital at the centre of their transformation agenda, investing in the skills, productivity and leadership needed to deliver quality services to citizens
Speaking at the 30th Annual @Ihrm_Kenya Conference in Naivasha, themed “From Vision to the First World: Human Capital Powering Kenya’s Transformation,” the @CogChair H.E Muthomi Njuki emphasized that the true measure of government is not the policies developed or institutions established, but the quality of services delivered and the impact on citizens’ lives.
He noted that county governments must invest in continuous staff training, skills development, workforce planning and performance management to ensure public servants are equipped to meet the needs of wananchi.
He also called for greater accountability, professionalism and integrity in public service, emphasizing that performance, merit and ethical leadership must guide decision-making. Rather than focusing on the size of the workforce, counties must prioritize productivity, prudent use of resources and measurable outcomes as well as build people-centred governments capable of turning Kenya's vision of a first world into reality.
The Chairperson further underscored the importance of constructive engagement between employers and workers, as well as stronger collaboration between the National and County Governments to ensure sustainable workforce management and effective delivery of devolved functions.
Through the operationalization of the Devolution Training Institute, the Council of Governors seeks to strengthen the capacity of county officials through demand-driven, competency-based training.

The integrity of Kenya’s National Honours lies in recognising individuals whose exceptional service and contribution to the nation merit distinction.
H.E. @Gov_Ottichilo , and @CEOCOG CHRP. Mary Mwiti, EBS, represented the Council of Governors at a briefing of the National and County Honours Committee, chaired by Deputy President H.E. @_KithureKindiki
The Committee emphasised strict nomination and vetting criteria and called for a review of the legal framework to strengthen transparency, fairness and credibility in the 2026 National Honours process.
Allow me to reintroduce myself! 😄🎓 Call me CHRP Mary Mwiti, EBS
Today, I graduated with the Certified Human Resource Professional (CHRP-K) qualification, marking another milestone in my professional journey.
I believe that learning never stops. No matter how far we go in our careers, there is always room to grow, learn and become better leaders.
Grateful for this achievement and looking forward to applying the knowledge gained in service to our institution and the devolution agenda.
On to the next chapter! #CHRPcertificationCeremony
Following our successful meeting with women leaders and candidates ahead of the 2027 General Elections, I held a follow-up meeting with Ms. Daisy Amdany, Executive Director of @crawntrustkenya , to translate the resolutions of the meeting into concrete action.
The engagement focused on strengthening collective efforts to advance women’s political leadership, enhance their representation in decision-making, and increase the number of women in leadership positions.
Our goal is to build synergies, advance a unified women’s agenda, and translate collective commitments into tangible progress in women’s leadership and representation.
Combating illicit alcohol and drug abuse requires strong intergovernmental coordination, effective enforcement and active community participation.
Today, I joined the Intergovernmental Sector Forum chaired by H.E. Deputy President Prof. @_KithureKindiki , where we deliberated on measures to strengthen licensing, harmonise county regulations and sustain intelligence-led operations against illicit alcohol networks.
As @KenyaGovernors, we recognise the critical role of County Governments in enforcement, public education and community mobilisation. Through coordinated action with the National Government and relevant agencies, we can strengthen public health safeguards and protect our communities from the harmful effects of illicit alcohol and drug abuse.
The delivery of affordable housing must go hand in hand with secure land ownership and clear accountability.
On Day 2 of the Intergovernmental Sector Forum in Naivasha, we agreed on practical measures to resolve land allocation, planning, surveying and titling challenges affecting affordable housing projects on County Government land.
Key resolutions include expediting the issuance of land titles, developing county-specific action plans with clear timelines, strengthening joint monitoring and fast-tracking the implementation of the Tripartite Agreement.
We will also strengthen the role of County Affordable Housing Committees and intergovernmental coordination to address implementation bottlenecks.
Ultimately, a housing project is only complete when beneficiaries receive their sectional titles. This calls for sustained collaboration between the National and County Governments to accelerate delivery while safeguarding county land ownership interests.
Affordable housing delivery must be anchored in the law, sound land administration and effective intergovernmental coordination.
Today, I joined @ahb_kenya and stakeholders at the Intergovernmental Sector Forum on the Implementation of the Affordable Housing Programme to address legal, technical and administrative bottlenecks affecting projects on County Government public land.
Our focus is on streamlining land allocation, planning, surveying, titling and regularisation, with clear institutional responsibilities and timelines to accelerate implementation.
As we work towards delivering 45,000 housing units by the end of 2027, compliance with the Constitution, applicable laws and approved County planning frameworks remains critical.
Yesterday, I joined stakeholders in a consultative engagement convened by the Council of Governors, in collaboration with GIZ, to validate and refine the County Public Service Boards (CPSBs) Handbook.
The Handbook will provide standardised operational guidelines to strengthen ethical leadership, transparency and accountability in recruitment and disciplinary processes, while promoting professionalism and continuity across our 47 Counties.
I called on stakeholders to provide practical input to ensure the Handbook reflects the realities of county public service, upholds merit, fairness and integrity, and aligns with constitutional and legal requirements, including during transitions in county administrations.

Women’s leadership must be backed by deliberate action, strong networks and institutional support.
Today, the Council of Governors in partnership with @unwomenkenya convened the G7 Women’s Leadership Meeting, bringing together women leaders, development partners and other stakeholders to advance women’s political participation ahead of the 2027 General Elections and beyond.
The discussions underscored the need to strengthen mentorship, build the capacity of women aspirants, mobilise resources, address gender-based violence and online harassment, and promote inclusive political party nomination processes.
We resolved to strengthen collaboration across political divides and develop a coordinated roadmap to increase women’s representation in elective and appointive leadership, while advancing the implementation of the two-thirds gender principle.
A more inclusive democracy requires deliberate investment in women’s leadership and equal opportunities to participate in decision-making.
