EXECUTIVE ORDER RNB NO. 13 OF 2026: LEGAL OPINION AND ASSISTANCE TO GOVERNMENT ON THE LEGAL STATUS OF THE PATRIOTIC LEAGUE OF UGANDA AND THE HOLDING OF ITS CHAIRMANSHIP BY THE CHIEF OF DEFENCE FORCES
In Summary
1. @PLUsecretariat is a political organization operating unlawfully
2. General @mkainerugaba is in breach of the Constitution and of two Acts of Parliament.
A. CALL TO ACTION
The Society calls on the @MODVA_UPDF Council, under the chairmanship of the President H.E. @KagutaMuseveni as Commander-in-Chief, to do the following within fourteen (14) days of the date of this opinion:
(i) direct General @mkainerugaba to choose at once between his command and his political ambition. He must either give up the chairmanship of PLU and all association with it, or resign or retire from the Defence Forces under section 97 of the Uganda Peoples’ Defence Forces Act (Cap. 330);
(ii) begin disciplinary proceedings over the conduct set out in this opinion;
(iii) issue a written directive to all serving officers and militants that section 16 of the Political Parties and Organizations Act (Cap. 178) prohibits membership of PLU, office in it, or canvassing for it, and require those who hold office in PLU to give it up; and
(iv) publish the decisions taken.
The Society further calls on the Electoral Commission to use its powers under the Political Parties and Organizations Act (Cap. 178) against an unregistered organisation operating as a political organisation.
It also calls on the Director of Public Prosecutions to commence prosecutions against the leadership of the PLU for violations of the law. Rule of law means equal application of the law to all. The DPP cannot prosecute for violations of regulations like broadcasting without a license then act helpless when faced with violations of statute underpinned by fundamental constitutional principles like demilitarization of politics.
It also calls on the Attorney General, as principal legal adviser to Government under Article 119, to advise Government on these questions without delay.
If these bodies fail to act, the Society will consider every available remedy. These include a petition to the Constitutional Court under Article 137 and proceedings under Article 50 of the Constitution to enforce rights and freedoms.

High Court Judge Bernard Namanya also dismissed the petition against the minister whose bodyguard shot and killed two people and injured two. But he criticised the @UgandaEC for failing to take any remedial action after the murder yet when the matter was brought to him, he said the murder didn’t affect the final result.. same argument in the Nalubowa-Nameere decision despite citing about 5 points where there was non compliance with the law!!

Lt. Herbert Mabonga Matanda is opening another front in his exposé of alleged rot within the UPDF, this time turning his attention to foreign-funded military missions, particularly Uganda’s deployment in Somalia under AMISOM.
Mabonga, who says he personally served in Somalia under AMISOM, alleges that money intended to pay Ugandan soldiers is sometimes withheld by senior officers coordinating with officials in Kampala. According to him, the money is placed in fixed bank accounts to generate profits while soldiers are reportedly told that the United Nations has not yet released their payments.
If these allegations are substantiated, they raise serious questions about financial accountability, the welfare of Ugandan troops serving abroad, and who benefits from money meant for the men and women risking their lives on the front lines.
But Mabonga’s criticism does not end with the alleged financial misconduct. He also questions the moral authority of the UPDF’s Chief of Defence Forces, General Muhoozi Kainerugaba, over allegations of torture and the treatment of Ugandan citizens.
Mabonga asks how a military leader who, in his view, has been supported by the Ugandan taxpayer throughout his life can preside over a force accused of torturing the very citizens whose taxes sustain it. He argues that Ugandans deserve accountability, not abuse, from the institutions entrusted with protecting them.
Mabonga continues to insist that he has left the army, whether formally or informally. Now, he says, he is prepared to speak about what he witnessed and what he believes the public has been kept from knowing.
So, what really happens behind the scenes during Uganda’s foreign military deployments? Who controls the money intended for soldiers? And what accountability exists when those entrusted with protecting citizens are themselves accused of abusing them?
Here is my conversation with Lt. Herbert Mabonga Matanda.

Before his death, Sgt Robert Kabera revealed his dispute with members of Kayumba Nyamwasa’s RNC. He denounced Rugema Kayumba, a notorious RNC operative accused of involvement in abuses against Rwandans in Uganda. Kabera testified before his death that Rugema had vowed to pay to have him killed. He knew his life was in danger and even named the RNC members he believed could kill him.

Ladies and gentlemen, Lt. Herbert Mabonga Matanda is back on Mordecai Muriisa Live, and this time, he is taking direct aim at Museveni and his son, Muhoozi Kainerugaba.
Two days ago, after commissioning of 280 cadets, Museveni took to Twitter to praise his son, the CDF, and other military commanders for fighting corruption in the army and improving the welfare of UPDF soldiers.
But when I put those remarks to Lt. Mabonga, he laughed. And what followed was a blistering rebuttal.
Mabonga calls Museveni corrupt and Muhoozi incompetent. He questions how Museveni can spend decades talking about fighting corruption when, in his view, corruption has become one of the tools sustaining his rule.
And then comes the question of Muhoozi.
How can Muhoozi be presented as the man fighting corruption in the military when, according to Mabonga, his own rise through the ranks has been tainted by corruption? Mabonga sees a glaring contradiction: a military establishment celebrating its fight against corruption while refusing to confront the questions surrounding its own leadership.
Is this a genuine war against corruption, or another political speech designed to make the public believe that the system is cleaning up its own mess?
Mabonga has plenty to say about Museveni’s words, Muhoozi’s leadership, and what he considers the hypocrisy at the heart of the military’s anti-corruption campaign.
Join me as Lt. Herbert Mabonga Matanda returns to Mordecai Muriisa Live for another explosive conversation.

Ladies and gentlemen, Lt. Herbert Mabonga Matanda is now coming forward with explosive claims about corruption, deadly plots, and what he describes as a dangerous network operating within Uganda’s security and intelligence establishment.
In our latest conversation, Mabonga tells me that while investigating corruption, lawlessness, and impunity, he became a target for assassination. He specifically accuses former Deputy Chief of Military Intelligence, Brigadier General Abdul Rugumayo, of sending people to kill him. These are serious allegations, and Mabonga says he is prepared to reveal what he knows.
His account takes us back to 2025, when his senior officer, Brigadier General Tom Kikoyo Kabuye, then Assistant Chief of Defence Intelligence, was found dead on a Sunday morning in Kikyusa Town Council, Luwero District.
Mabonga says that, at the time, he was working under Kabuye. The two officers had reportedly been investigating patterns of corruption within government, particularly in the security and intelligence systems. According to Mabonga, they had compiled files containing evidence and were preparing to meet President Museveni to present their findings.
But then Kabuye was found dead. And Mabonga now claims that, in the weeks that followed, he too became a target because certain people wanted to destroy the evidence they had collected.
And the allegations do not stop there.
Mabonga also makes a startling claim about the June 3, 2025, bombing at Munyonyo Martyrs’ Shrine. While authorities attributed the attack to the Allied Democratic Forces, or ADF, Mabonga alleges that it was an inside job involving individuals within the security establishment, including Brigadier General Abdul Rugumayo. That allegation has not been independently established here, and it raises serious questions that require credible evidence and an independent investigation.
He also gives me a glimpse into another controversial episode involving Portuguese gold dealer Cohen Carlos, proprietor of Kampala-based Feldstein Co. Ltd., alleging that Carlos was targeted before President Museveni intervened.
So what exactly did Mabonga and his former superior uncover? Why does he believe the evidence they collected made him a target? What does he know about Kabuye’s death, the Munyonyo bombing, and the gold dealer’s saga? And who, according to Mabonga, is still hunting him down?
Mabonga says he knows the danger he faces—and he has a defiant message for those he believes are pursuing him: they will not catch him.
Tonight, we talk Lt. Mabonga again.

Uganda’s liberation was not the achievement of one tribe, one region, or one individual.
The history of our nation must recognise everyone who contributed, not just those whose names appear on monuments.
Who decides whose sacrifice

Earlier this month, Uganda’s state-owned media outlets, New Vision and Bukedde, published reports suggesting that General Salim Saleh, President Yoweri Museveni’s brother, would chair negotiations between the government and incarcerated opposition leader Dr. Kizza Besigye, with the alleged objective of securing Besigye’s release.
However, those report were quickly challenged. People’s Front for Freedom (PFF) Secretary General Ibrahim Ssemujju Nganda dismissed the claims, saying there was no evidence of such negotiations. Besigye’s wife, Winnie Byanyima, also denied that any negotiations were taking place.
So, what is really happening behind the scenes?
I got on a call with Eron Kiiza, one of Dr. Kizza Besigye’s lawyers, to establish the facts. Kiiza told me that no such negotiations are taking place. He explained that Besigye is seriously ill and unable to engage in discussions. More importantly, according to Kiiza, even if Besigye were in a position to talk, he would not negotiate or bargain with the Museveni government for his freedom.
Kiiza further argued that the government is now looking for a way to release Besigye following legal challenges to the treason case brought against him.
Is the reported negotiation process a fabrication, or is the government looking for a way out of a case that has become increasingly difficult to sustain?
Here is my conversation with Eron Kiiza, Dr. Kizza Besigye’s lawyer, as he explains what is happening and why, according to him, there are no negotiations over Besigye’s freedom.

One Ugandan, paid with money collected from Ugandans in various forms to run this country, and equipped with guns, uniforms and other gear purchased with Ugandans’ money, is using those resources to abduct and torture Ugandans, then gloating about how he will kill more Ugandans, torture them and make them disappear.
Other Ugandans are saying, “Look, this Ugandan is a threat to us as Ugandans. He is destroying a fundamental part of our social contract, in which the people entrust a few individuals with the power to govern the country.” We must not forget that when this power is abused, Ugandans have the power to take it back. Fundamentally, power belongs to the people.
The question to answer is not whether I used a phone line registered in my mother’s name rather than mine. That is merely a decoy. The real question is whether some Ugandans are considered more Ugandan than others. Are we saying that when some people’s opinions do not prevail, they must be abducted, tortured or killed? If anyone agrees with that, I would consider them a cabbage. Only a cabbage could think that way and find pleasure in abducting, torturing and killing fellow Ugandans.
The past fortnight and a few days have been trying, but they have not broken me. Instead, they have strengthened my courage. I have drawn strength from your solidarity and support, which have encouraged me to believe that the future of this country is not as broken as we might imagine. There is still a flicker of hope, and if we find the right way to nurture it, our country will ultimately be set free.
I reiterate, without fear, that Uganda is not a monarchy. The people of Uganda deserve a say in the transition of their country, and fear must never be used as a tool to silence them or shut them up, especially at a time when their voices matter most.
I once again express my gratitude for your support. And I must say that, contrary to what they expected, **I will not go quiet. I will not keep silent. I will not flee into exile out of fear. I will stay until the very end.**
We are going to defend this country, as provided for under Article 3 of our Constitution. When the Constitution is abused and the rule of law gives way to the rule of an individual, we have a constitutional duty to resist and defend our Constitution and our country. In doing so, we shall not be breaking the law; we shall be exercising our constitutional mandate.
The struggle continues, and we shall prevail over fear. The demand remains: Arrest Muhoozi and free all political prisoners
Thank you, comrades. Thank you, fellow Ugandans.
