"By contrast, the second approach, which can be referred to as the “local-civic school,” offers two innovations: (a) it completely severs the relationship between Arab society and the state from any requirement that the Palestinian problem be resolved first, thus establishing Israeli citizenship as an alternative point of departure for relations; and (b) this school no longer challenges the Jewish and Zionist identity of the state, but rather accepts the existing rules of the political game."
