I did a very preliminary crunching of the numbers for the three previous elections (2021, 2016, 2011): the differential between presidential and legislative ballot counts always less than 0.8% nationally.
The only wildcard for this election is the change to MMP and the increase in districts, but that didn't change the mechanics of how Zambians vote (ballot for president, ballot for MP). Perhaps, however, the boundary changes ended up with presidential totals from specific wards being double counted for two different districts? Maybe maps, software, or instructions were mistaken or misinterpreted for some districts?
