Why did US homicides fall so dramatically after 2021?
A new paper by @crim_at_penn PhD student Ethan Doshi asks whether the $350B American Rescue Plan had anything to do with it.
Ethan's answer: Probably not much. Across 570 US cities, federal recovery funding predicts essentially none of the variation in homicide declines.
As it turns out there is one really good predictor of the decline in homcides among cities: How much homicide had risen in the first place. Mean reversion explains half of the cross-city variation.
The paper also shows how easy it is to mistake a policy implemented during a crime reversal for the cause of that reversal.
Full paper here. it is short and sweet and a must read for anyone who follows CJ policy in the United States closely: crimrxiv.com/pub/bmqcnp64/re…

A common political line is that America doesn't have a revenue problem; it has a spending problem. Maybe. But is there any viable pathway to materially cutting spending? I'll show there isn't. That leaves us with either a revenue problem or a debt/deficit problem. You choose.

The administration’s only response thus far has been to issue short-term debt to buy back long-term debt and talk about cracking down on waste and fraud. The reality is that neither party is close to having the political will to address the fundamental drivers of the debt.
