An important and substantive meeting with President of Türkiye @RTErdogan. It’s symbolic that our meeting is taking place on International Black Sea Day, and a significant part of our discussion focused on issues concerning the Black Sea. President Erdoğan and I discussed some new ideas and proposals that can help. This includes food security, and today President Erdoğan and I agreed to work on a Black Sea grain corridor – to ensure that the corridor exists and operates effectively.
We are preparing new joint industrial and other economic projects. The Free Trade Agreement between our countries has entered into force, opening up new opportunities for Ukrainian and Turkish businesses. We have significant potential in energy and infrastructure, which we also discussed. We met with representatives of Turkish energy companies, and we expect supplies of generators and other energy equipment to increase as early as next week.
I’m grateful to President Erdoğan for our clear and substantive cooperation and for Türkiye’s readiness to support all promising ideas that can bring us closer to real peace and security.

Turkish President Erdogan:
It is clear that attacks on civilian ships and steps that will increase escalation in the Black Sea will benefit no one.
Whoever they come from and whatever their justification, it is impossible for us to accept these attacks in any way.
In this regard, we call on all parties to act responsibly.
We will continue our talks with the parties to re-establish the safety of navigation in the Black Sea.

Zelensky in Türkiye:
Today, President Erdogan and I agreed to work on the Black Sea Grain Corridor.
Our goal is to ensure that this Corridor continues to exist and operates effectively.
We are currently preparing for the trilateral format between Ukraine, the United States and Russia, which is expected to take place in the first half of November.
With Mr. President, we discussed the prospects and possibilities of this format, particularly the possibility of including Türkiye and all of Europe in the process, as well as the possibility of holding meetings here in Türkiye.

POLAND UPDATE 31.10.2026 afternoon
🇵🇱 Worth mentioning: On 10 October 2026, the Venice Commission adopted an opinion on the powers of the Polish President regarding the swearing-in of Constitutional Tribunal judges and other judicial appointments.
The Venice Commission (officially the European Commission for Democracy through Law) is an advisory body of the Council of Europe, composed of independent experts in constitutional law. Established in 1990 following the fall of the Berlin Wall, it assists countries in strengthening democratic institutions, constitutional safeguards and the rule of law.
What did the Commission say about Poland?
In its opinion (CDL-AD(2026)031), the Commission concluded that the Polish Constitution grants the Sejm the authority to elect Constitutional Tribunal judges, while the President has no constitutional power to approve, reject or veto those elected judges.
The Commission emphasised several key points:
▪️ The President must receive the judges’ oaths without undue delay. The oath is primarily ceremonial and cannot be used to review the legality of the Sejm’s election or question the qualifications of judges.
▪️ The President cannot indefinitely block judges from taking office. The Commission acknowledged that postponement may be justified only in exceptional, objective and unambiguous circumstances, and only for the time strictly necessary. It cannot result in the paralysis of the Constitutional Tribunal.
▪️ An alternative oath-taking procedure is constitutionally justified. Where the President unjustifiably refuses to administer the oath, the Commission considers it permissible for judges to assume office without his physical participation, provided the oath is properly completed, verified, addressed and formally transmitted to the President.
▪️ Judges should be able to begin performing their duties. Once the oath has been validly completed through this alternative procedure, judges should be allowed to assume judicial functions and have cases assigned to them.
▪️ Disputes over elections must be resolved through proper legal procedures. The President cannot unilaterally decide the legality of the Sejm’s election or use such doubts to obstruct the process.
▪️ The Commission also addressed appointments to other courts. Unlike Constitutional Tribunal judges, ordinary judges are appointed by the President under Article 179 of the Constitution. However, the Commission called for safeguards against arbitrary refusals, including effective access to judicial review.
The Commission’s central conclusion: The President’s role in receiving the oath cannot be interpreted in a way that undermines the Sejm’s constitutional power to elect judges or obstructs the functioning of the Constitutional Tribunal.

When I taught at Princeton I gave an informal talk to conservative students at which I explained why I was voting for George W. Bush. As I was leaving the room, a janitor, who had been watching from the wings, said, "I'm with you." We chatted shared a good laugh about how the entire faculty and administration were democrats. And that is how it is at nearly every university. Only one or two faculty members and the janitors vote Republican. The faculty claim that they are for the "little guy." When they discover that the little guys don't agree, they show contempt for the little guys, accusing them of not understanding their own interests.
