Under NCAA Rule 2-4-3, a receiver must do three things in order.
Secure firm control with the hands or arms.
Get a body part down inbounds. One foot is enough for this part of the rule.
Keep control long enough to make a football move. Turning upfield, tucking the ball away, or taking additional steps can show the receiver became a runner. The rule gives no set number of steps

The Utah Offense Line is 4 yards down field on this pass. This is ineligible player down field. Illegal RPO's have ruined football.

That was targeting on Bear Bachmeier during a kneel down.
Uncalled.
A fitting way to end this miserable BYU game.

The Bountiful community is mourning Aaron Everett, known to many as “Coach.” The 41-year-old Bountiful High School baseball coach died unexpectedly while hunting with his father and brother near Millard on Oct. 23.
"Aaron was hunting with his father and brother when he suddenly collapsed. Life Flight was called and was flown to him for emergency help where he was pronounced dead on the scene."
Everett coached baseball for 18 years and mentored young people through his church service. His obituary says he loved coaching and playing baseball with his children. He leaves behind his wife, Jessica, and four children, ages 6 to 14.
A family fundraiser was created to help his wife and children for future education, missions and life without their Dad.
