The Japanese Communist Party (JCP) officially acknowledged that its past negative stance on homosexuality was wrong, and currently positions the elimination of discrimination based on sexual orientation and gender identity (SOGI), along with the realization of same-sex marriage, as key policy priorities. Past Policies and the Process of Correction In the 1970s, articles in the party’s newspaper Akahata (Red Flag) and other writings described homosexuality as “a form of sexual decadence” (性的退廃の一形態). This reflected the party’s understanding at the time. At the 28th Party Congress in January 2020, Chairman Kazuo Shii stated in his concluding remarks that these past statements “were mistakes,” and clearly expressed this as the will of the congress. At the same time, the program was amended to include the phrase: “Eliminate discrimination based on sexual orientation and gender identity.” This marked a shift toward overcoming the earlier recognition and incorporating the human rights of sexual minorities as part of the broader goal of gender equality. Current policies: ・Supports a strong LGBT Equality (anti-discrimination) Law and criticized the weaker 2023 Understanding Promotion Act. ・Advocates same-sex marriage through Civil Code reform and has submitted related bills. ・Calls for revising gender recognition laws (including surgery requirements) toward a human-rights approach. ・Promotes education, awareness, and related gender-equality measures.
