All you need to understand is: he wins if the price jumps. You'll lose if it doesn’t. If Bitcoin goes up, he gets richer. If it crashes, our teachers and cops eat it. A governor is supposed to watch the roads, the schools, the power bills, not enrich himself by risking your safety net.
He’ll say it’s the future. Texas and Florida did it already, but... Texas put $10 million into Bitcoin exposure and is down. Florida made nothing because it never funded a reserve. A normal pension investment over the same period made roughly 10–15% without asking teachers to ride a coin that swung from $90k to $60k.
