STATE POLICE: 28 State Assemblies Approve Constitutional Amendment, Clear Two-Thirds Hurdle
The proposed constitutional amendment to establish State Police Services in Nigeria has reportedly secured approval from 28 State Houses of Assembly, exceeding the two-thirds majority required under Section 9 of the 1999 Constitution.
The Clerk to the National Assembly, Kamoru Ogunlana, disclosed this in a statement issued on Tuesday, November 3, 2026, confirming that his office had received and authenticated the Votes and Proceedings submitted by the 28 state legislatures.
The amendment bill was transmitted to all 36 state assemblies on September 16 for consideration.
Ogunlana said the required constitutional threshold of 24 states had been surpassed, describing the development as a major step towards the proposed decentralisation of policing in the country.
He clarified that the Constitution does not require a separate Third Reading after the necessary state approvals, adding that administrative arrangements were underway to transmit the authenticated amendment to President Bola Tinubu.
The proposed framework seeks to establish state-level police services alongside the federal police, although its eventual implementation will depend on the completion of the constitutional amendment process and necessary legal arrangements.

Crowd Surge Forces DSS Security Intervention Around Obi, Kwankwaso at Enugu NDC Town Hall
Security operatives attached to the Department of State Services (DSS) and other security personnel formed a protective ring around Peter Obi and Senator Rabiu Musa Kwankwaso during a Nigeria Democratic Congress (NDC) town hall meeting in Enugu on Thursday, October 29, 2026.
The intervention followed a massive crowd surge at the Amadeo Event Centre, as supporters pushed towards the stage to welcome the opposition leaders, putting pressure on safety barriers.
Despite initial online speculation about a possible attack, accounts of the incident attributed it to overcrowding and supporters’ excitement rather than an armed breach.
The gathering followed a dispute over allegations by NDC officials that the Enugu State Government pressured venue managers to cancel the booking, a claim Governor Peter Mbah denied. After security operatives stabilised the crowd, the meeting continued, with Obi speaking on governance, public debt accountability and political transparency. He challenged presidential candidates to engage Nigerians directly and account for their records, while the NDC campaign team commended security personnel for their response and efforts to protect attendees.
Former Chief of Defence Staff, General Lucky Irabor, has cautioned politicians against using security agencies to advance partisan interests ahead of the 2027 general elections.
Binance Investigates Suspected $2.8bn Security Breach as Tether, Circle Freeze Over $2.3bn in Crypto Assets
Binance has launched an urgent investigation into a suspected security breach following reports of unauthorised outflows exceeding $2.8 billion from its Ethereum hot wallets.
The exchange’s co-founder and former chief executive, Changpeng Zhao, acknowledged the suspected exploit and assured users that their balances would remain protected, adding that affected customers would be reimbursed or covered by insurance reserves.
Blockchain analytics reportedly traced the transactions to newly created wallet addresses, including one previously funded through Tornado Cash.
In response, stablecoin issuers Tether and Circle reportedly froze more than $2.3 billion in USDT and USDC linked to the recipient addresses, following interventions involving law enforcement. However, approximately 195,470 ETH, valued at about $440 million, and other digital assets were said to remain beyond the issuers’ direct freezing capabilities.
Binance said its technical and risk teams were investigating the incident and had yet to confirm any permanent impact on customer funds, while warning users against phishing attempts and unofficial links. Reports of the suspected breach also triggered market volatility, with BNB and Ethereum recording declines.
Tinubu Arrives in Saudi Arabia for Umrah, Prays for Nigeria’s Peace and Stability
President Bola Ahmed Tinubu has arrived in Jeddah, Saudi Arabia, to perform Umrah, the Lesser Hajj, in Makkah.
The President’s aircraft landed at King Abdulaziz International Airport on Thursday, where he was received by Nigeria’s Ambassador to Saudi Arabia, Yakubu Gambo, and the kingdom’s Head of Royal Protocol, Ahmad bin Thafir.
According to a statement by the President’s Special Adviser on Information and Strategy, Bayo Onanuga, the visit will provide Tinubu an opportunity for spiritual reflection and prayers for Nigeria’s peace, unity, security and development.
The trip followed Tinubu’s commissioning of newly acquired Nigerian Air Force equipment, including five helicopters and a hangar facility at the Nnamdi Azikiwe International Airport in Abuja.
The acquisitions are intended to strengthen the Air Force’s operational capacity in tackling banditry and insurgency. The President is expected to return to Abuja next week after completing the religious rites in Makkah.
INNOVATION: Nigerian-American Engineer Unveils HaloBraid Robot That Could Cut Braiding Time by 80%
Nigerian-American engineer and entrepreneur Yinka Ogunbiyi has unveiled HaloBraid, an automated braid-assist robot designed to reduce the time and physical strain involved in protective hairstyling. Developed by her beauty technology startup, Halo.
Thee device automates repetitive mid-length braiding, potentially allowing professional stylists to complete hairstyles up to five times faster while retaining control over hair sectioning, root anchoring and final styling. Ogunbiyi, a Harvard-trained engineer, said the innovation was created to support braiders rather than replace them, particularly as intricate styles such as knotless braids can take between six and 10 hours to complete manually.
The startup has reportedly raised $7 million in seed funding led by Seven Seven Six, the venture capital firm founded by Reddit co-founder Alexis Ohanian, while more than 7,000 salons have joined its commercial waitlist.
HaloBraid works in three stages: the stylist sections the hair and creates the initial anchor, the robot performs the repetitive three-strand weaving, and the stylist finishes and customises the style. The company plans to introduce the device through selected partner salons, with subscription-based access intended to reduce the upfront cost for independent stylists.
Abuja Court Jails Man Seven Years for Defrauding American Lawyer of $205,238
The Economic and Financial Crimes Commission (EFCC) has secured the conviction of Nwachi Chidozie Kingsley, who was sentenced to seven years’ imprisonment for defrauding an American lawyer, Nicole Kierulff Sayers, of $205,238 under false pretences. Justice U.P. Kekemeke of the Federal Capital Territory High Court, Maitama, Abuja, delivered the judgment on Thursday, October 29, 2026, sentencing Kingsley to seven years on each of two counts, without an option of fine. The sentences are to run concurrently at Kuje Correctional Centre, while the court also ordered him to refund the victim the full $205,238.
The charges arose from a purported contract with the Federal Ministry of Works and Housing, allegedly supported by a fake notice of intent to award the contract.
Testifying during the trial, Sayers, a lawyer based in Oregon, United States, told the court that Kingsley first contacted her on Facebook on her birthday, claiming they belonged to the same spiritual organisation.
She said their conversations developed into a romantic relationship, after which he allegedly persuaded her to send money to finance the purported government contract, initially requesting $15,000 with a promise to repay within 45 days. According to her testimony, the requests continued over more than 125 transactions and included claims involving medical emergencies, contract supplies, bail and alleged bribes. Sayers said she travelled to Nigeria in March 2022 and spent two weeks with Kingsley in Abuja, hoping to recover her money, before the total transfers exceeded $200,000.
