STATE POLICE: 28 State Assemblies Approve Constitutional Amendment, Clear Two-Thirds Hurdle
The proposed constitutional amendment to establish State Police Services in Nigeria has reportedly secured approval from 28 State Houses of Assembly, exceeding the two-thirds majority required under Section 9 of the 1999 Constitution.
The Clerk to the National Assembly, Kamoru Ogunlana, disclosed this in a statement issued on Tuesday, November 3, 2026, confirming that his office had received and authenticated the Votes and Proceedings submitted by the 28 state legislatures.
The amendment bill was transmitted to all 36 state assemblies on September 16 for consideration.
Ogunlana said the required constitutional threshold of 24 states had been surpassed, describing the development as a major step towards the proposed decentralisation of policing in the country.
He clarified that the Constitution does not require a separate Third Reading after the necessary state approvals, adding that administrative arrangements were underway to transmit the authenticated amendment to President Bola Tinubu.
The proposed framework seeks to establish state-level police services alongside the federal police, although its eventual implementation will depend on the completion of the constitutional amendment process and necessary legal arrangements.

Senate Leader Bamidele Unveils Proposal for 74 Special Seats for Women
The Leader of the Senate, Senator Opeyemi Bamidele, says the National Assembly is considering a proposal to create 74 additional seats for women in the Senate and House of Representatives as part of the ongoing review of the 1999 Constitution.
Speaking at the 2026 Law Week of the International Federation of Women Lawyers (FIDA), Ekiti State Chapter, on Monday, Bamidele disclosed that the proposal provides for 37 new seats in each chamber, with one additional seat for women from every state and the Federal Capital Territory. He also revealed plans to create three additional seats reserved for women in each State House of Assembly, without displacing existing seats.
Bamidele, who is Vice Chairman of the Senate Committee on Constitution Review, said the proposed arrangement would run for 16 years, covering four electoral cycles, before a comprehensive review.
He added that the committee was engaging state legislatures to secure the constitutionally required two-thirds approval for the amendment. Describing the initiative as a non-partisan effort to strengthen representative democracy, he said it was intended to address the underrepresentation of women in governance, while calling for stronger legal protection and access to justice for women and children.

Adeboye: Viral Protest Photo Was From 2020 CAN Prayer Walk
The General Overseer of the Redeemed Christian Church of God (RCCG), Pastor Enoch Adeboye, has dismissed social media claims that he protested against former President Goodluck Jonathan, clarifying that the viral photograph of him holding a placard was taken during a Christian Association of Nigeria (CAN) prayer walk in February 2020.
Speaking at the church’s monthly Thanksgiving Service on Sunday, November 1, 2026, at Redemption City, Adeboye said the exercise was organised to pray against insecurity, five years after Jonathan left office in May 2015.
Adeboye explained that the prayer walk followed a directive from CAN for churches across the country to organise prayers against insecurity, stressing that it was not a political protest.
He also urged journalists and content creators to verify information before publication, warning against the spread of misleading narratives. The cleric said investigative journalism and fact-checking remain essential to responsible reporting.
