The squirrel is considered by the Rules of Golf to be an outside influence, and, in this case, the outside influence has moved your buddy's ball.
He is just going to replace the ball on the spot where it was moved from without penalty.
A buddy just sent me this - hit it left on a par-4 and came up to find his ball being closely monitored by an interested observer. Not sure the ruling here @USGA
