He is a youngish, very online person.
He almost certainly knows that ‘The Talmud’ is this huge fixation point for ‘Neo-Nazis’ and Muslims on the internet etc.
Choosing to quote it instead of just an own OT bible verse or smth comes across as essentially an intentional ragebait.
But I don’t really know towards what ends.
The Talmud teaches that anyone who sustains one soul, has sustained an entire world. For generations, Jewish New Yorkers have sustained our city. Today, we are launching the first-ever municipal Strategy to Combat Antisemitism.
Together, we will ensure Jewish New Yorkers are safe and celebrated. We will invest in their protection, their history, and their future.
Our safety and our thriving are tied together.

Good morning wonderful people.
"'Beautiful she is, sir! Lovely! Sometimes like a great tree in flower, sometimes like a white daffadowndilly, small and slender like. Hard as di'monds, soft as moonlight. Warm as sunlight, cold as frost in the stars. Proud and far-off as a snow-mountain, and as merry as any lass I ever saw with daisies in her hair in springtime. But that's a lot o' nonsense, and all wide of my mark.'
'Then she must be lovely indeeed,' said Faramir. 'Perilously fair.' - JRR Tolkien
