My all-time favorite Picard quote, both its content and delivery:

Reporter: „It is not only President Trump but we also heard from Elon Musk saying Zelenskyy has gone too far. Why are they blaming you for the continuation of this war?“
President Zelenskyy: „Because those people can’t find a key how to stop Putin. Because it is more difficult to stop Putin than to pressure others. Because it is more simple to speak about the prices and connect it with Ukraine, while everybody in the world understands that because of the war in the Middle East the prices are rising. They are increasing because of the war in the Middle East, due to the blockade of the Strait of Hormuz. Because of this reasons. Everybody understand it. And if you want to speak to people, fairly, it must be clear. They have to hear reality. Don’t play games with people.“

Have you all seen Trump’s announcement of his SUPER PUTIN DEAL? Russia promises to immediately supply more than 300,000 tonnes of diesel to the market, including the US, followed by another 500,000 tonnes in November. Then come promises of EVEN BIGGER volumes. Because the deal has to be HUGE. At least in the post.
OFAC, of course, wasted no time issuing a temporary waiver until April 7 to accommodate the president’s latest “GENIUS” deal.
Except the BIG DEAL is not actually that big. More of a stage prop. Very Trump.
Let’s do the maths. Actual numbers. TERRIBLE, I know.
300,000 tonnes is roughly 2.2 million barrels of diesel.
500,000 tonnes is roughly 3.7 million barrels.
In September, Russia managed to export just 0.1 million barrels. Basically none, as there is export ban.
So Putin has already “sold” Trump a volume 22 TIMES larger than Russia’s entire September exports. Making promises is, of course, easier than rebuilding refineries after Ukrainian strikes. MUCH EASIER. SOME SAY THE EASIEST.
Meanwhile, Russia’s diesel export ban remains in force until October 31: the fuel is needed domestically, and Ukrainian drones have significantly reduced Russia’s ability to produce it. A VERY SUCCESSFUL phone call with Trump is unlikely to have fixed those problems.
Now for another comparison. Russia’s average monthly diesel exports last year were 18.3 million barrels. The promised deliveries amount to just 12% and 20% of that volume, respectively.
So we have a promise that Russia still needs to find a way to fulfil, given the state of its refineries. And even if delivered, it looks considerably less impressive than the presidential CAPS LOCK. Not quite THE GREATEST DEAL IN HISTORY.
The political logic is clear. The war with Iran and high fuel prices are a bad backdrop for the elections. One would hope politically FATAL, at this point. The administration desperately needs a story about how the president is about to FIX EVERYTHING. Preferably IMMEDIATELY. Preferably without explaining how we got here in the first place.
So perhaps the main product of this deal is not even diesel. It is another attempt to calm the market with a BIG, BEAUTIFUL ANNOUNCEMENT. Let’s see how much credibility these announcements still have.
Russia, of course, will sell this as a HUGE VICTORY. And why wouldn’t it? Promise diesel you still need to find somewhere, get a sanctions waiver UPFRONT. Plus another opportunity to tell the world that it simply CANNOT MANAGE WITHOUT RUSSIA.
But what worries me most is that this spectacle could weaken our European partners’ resolve. Trump’s latest “breakthrough” must not become an excuse to ease sanctions pressure on Russia — precisely when that pressure needs to INCREASE.
Of course, this decision will benefit Russia by generating additional revenues. We’ll be watching how much of its export capacity Russia actually manages to restore. One thing is CLEAR: Ukrainian strikes on Russian refineries need to INTENSIFY.
Scott Bessent, at his confirmation hearing in Jan/2025 to be Treasury Secretary: "the tragedy going on in Ukraine is one of the greatest tragedies of my adult life ... I believe that the sanctions [on Russia] were not fulsome enough. I believe that the previous administration was worried about raising US energy prices during an election season... if I'm confirmed and if President Trump requests ...I will be 100% on board for taking sanctions up."
Mark Warner (D-VA): "I very much appreciate your willingness and I hope you will be an advocate for keeping those sanctions on and actually advancing them even further."

If you max funded a Roth IRA on Jan 1st & bore risk solely through t-bills while participating in odd lot tenders, what kind of one year return should you expect?
Curious if there's research on this subject... playing around w perplexity & tweaking some assumptions spit between ~15-30% in year one starting with a max Roth IRA contribution. Ofc as the account grows the % impact on returns would go down as offers wouldn't comprise as large a chunk of the capital base. Details:
***
Bear Scenario:
- 3 odd lot tender offers during the year
- Each offer provides a 5% return over 3 weeks
- Treasury bills yield 5.357% annually
Bull Scenario:
- 5 odd lot tender offers during the year
- Each offer provides an 8% return over 3 weeks
- Treasury bills yield 5.357% annually
Assumptions for both scenarios:
- Initial Roth IRA investment on January 1st: $7,000
- All profits reinvested after each event
Bear Scenario (3 tenders at 5% returns):
1. Starting Balance: $7,000
2. First Tender (after 3 weeks):
- Return = $7,000 * (1 + 5%) - $7,000 = $350
- New balance = $7,000 + $350 = $7,350
3. Treasury Returns (next 13 weeks):
- Return = $7,350 * (1 + 5.357%)^(13/52) - $7,350 = $177.31
- New balance = $7,350 + $177.31 = $7,527.31
4. Repeat steps 2 and 3 for the remaining 2 tenders.
5. After the 3rd tender and final Treasury period, the approximate ending balance is:
- $8,054.62
Therefore, in the Bear scenario with 3 odd lot tenders at 5% returns each, the estimated ending 2024 Roth balance is $8,054.62.
Percentage Return = ($8,054.62 - $7,000) / $7,000 = 15.07%
Bull Scenario (5 tenders at 8% returns):
1. Starting Balance: $7,000
2. First Tender (after 3 weeks):
- Return = $7,000 * (1 + 8%) - $7,000 = $560
- New balance = $7,000 + $560 = $7,560
3. Treasury Returns (next 9 weeks):
- Return = $7,560 * (1 + 5.357%)^(9/52) - $7,560 = $101.79
- New balance = $7,560 + $101.79 = $7,661.79
4. Repeat steps 2 and 3 for the remaining 4 tenders.
5. After the 5th tender and final Treasury period, the approximate ending balance is:
- $9,098.41
Therefore, in the Bull scenario with 5 odd lot tenders at 8% returns each, the estimated ending 2024 Roth balance is $9,098.41.
Percentage Return = ($9,098.41 - $7,000) / $7,000 = 29.98%

For those overseeing family finances, pouncing on these across members' accounts seems like a worthwhile few hours of time. I wish all brokerages offered fast self-service, no cost tenders, but YMMV.
