NEW: The building hit by a vehicle this morning with people injured was just outside of a White House checkpoint, but DC911/@OUC_DC dispatched 13 @dcfireems units 17 blocks away. They lost 15 minutes. Even after getting the correct location, dispatchers still blew the address two more times. Details, radio traffic, and video here: statter911.com/2026/10/27/dc… #FixDC911

Watching Hiruy Tirfe live a few minutes ago I couldn't help but being reminded that the great tenor saxophonist Stan Getz was about to perform the National Anthem for Game 3 of the 1989 World Series when the Loma Prieta earthquake hit. Have to enjoy these jazz sax moments in the mainstream when you get them. @tedgioia @zootswings @ethan_iverson @Mark_Stryker

Replying to @STATter911 @OUC_DC
In my opinion, after dealing with them for eight years, is that the OUC is the least professional organization of its kind in the country. Ask any MPD officer.
The bargain of the day from the great @mffisher 👇
People have been asking my opinion of DC911/@OUC_DC Director Heather McGaffin’s pending move to Alexandria. So here are some thoughts:
· In the four years of McGaffin’s leadership, OUC has become known as an agency that buries its mistakes with its victims. McGaffin promised transparency during her confirmation roundtable in 2023. From my view, she hasn’t delivered. I have shown that the agency continues to withhold critical details in such high-profile cases as District Dogs, the computer failure that impacted care to an infant in cardiac arrest, and the drowning of three people whose car went into the Anacostia under the Douglass Bridge. The same has occurred in many other lesser-known cases where people have died, and OUC made mistakes.
· OUC has become possibly the least transparent agency in the DC government. Imagine the outrage if DC Fire & EMS and DC Police had the OUC policy that anything concerning a 911 call and response is completely private and we won’t talk about it with or take a complaint from anyone who is not directly involved in the incident. That’s exactly OUC’s policy. You can read it on the agency website (see below). It has become an agency that’s not accountable to the people it serves or even to council members providing oversight. While it goes against everything good government should be about, you have to give McGaffin credit for pulling that off and holding onto the job for four years.
· It’s easy to blame everything on McGaffin, but that would be unfair. DC911 was in bad shape when McGaffin took over, and the problems remain. I do not doubt that a major reason is that the Bowser Administration is clearly happy with the status quo. The mayor has shown more concern about keeping the union representing 911 workers happy than providing a well-run 911 center.
· The one area where McGaffin brought some obvious improvement was putting bodies in the seats. For a few years, OUC had serious staffing issues that resulted in long wait times before 911 callers were able to talk with a human. McGaffin went on a hiring spree and provided a controversial bonus to employees for simply showing up to work. The call-answering statistics improved. But since August, the same stats show a clear pattern of the agency backsliding.
· McGaffin is not without skills and has a decent reputation within the 911 industry. But this is not moving up for her. She is going from running a big-city agency that handles almost two million 911 calls to one that handles about a quarter of that volume. I find it interesting that Alexandria is willing to take on the significant baggage that hiring McGaffin brings to the job.
All of that said, I want Heather McGaffin to succeed in Alexandria just as I wanted her to be successful in DC. 911 is too important and needs to be run efficiently and effectively.

NEW: DC911/@OUC_DC Director Heather McGaffin has been appointed as the Director of the Department of Emergency and Customer Communications for the City of Alexandria, VA starting January 4th. City Manager James Parajon says he looks to McGaffin "to strengthen our 911 and 311 services."
According to sources, McGaffin knew she was not likely to be in the plans of the incoming administration. Sources inside OUC have said for a while it appeared McGaffin was preparing her exit. Today, she emailed OUC workers that January 2nd would be her official last day leading the troubled 911 and 311 call centers.

And @joe5f6, since you mentioned District Dogs: Remember DC911/@OUC_DC Director Heather McGaffin is still withholding the document from District Dogs demanded by @CMZParker5 and @CMBrookePinto. The reason it has never been released is because the computer timeline shows McGaffin and @mayorbowser failed to level with the public and the families of the ten dogs that drowned about OUC's mistakes. I have that document. It shows exactly what McGafffin refused to say publicly: The two initial 911 call-takers failed to immediately enter into the dispatch computer that there were people and dogs trapped in rapidly rising water. Without that crucial information, the dispatchers who took the blame for this tragic screw-up, couldn't possibly properly classify and dispatch the call. Maybe, before she leaves DC, McGaffin will do the decent thing and finally share the document and tell the families exactly what happened. All they asked for is the truth. THIS IS IMORTANT information about the incident that @a_r_marshall highlighted below and was discussed in depth at last night's @ANC2B meeting by @ANCJonah. PLEASE READ.
Despite someone dying and DC911/@OUC_DC dispatching @dcfireems to three different locations, the incident was not deemed worthy of investigation by Director Heather McGaffin and her staff. OUC claims no one filed a complaint. While dead men and women usually don't fill out forms, I do. I filed one of OUC's Feedback Forms about this incident after my initial report on April 26, 2025 (see below).
Even though the law written by @CMBrookePinto requires OUC to look into every issue reported by "Council, other agencies, the news media, OUC staff or other sources," and provide public monthly reports, McGaffin and company have a much narrower interpretation. Disregarding the law, OUC has decided that they won't report on an incident "unless the complainant is the affected party". Otherwise, they believe, "the information cannot be shared."
Of course that's a total crock. Unfortunately, OUC's biggest supporter of that position is CM Pinto. That means the public (and the news media) can't complain about a 911 call and find out what happened. In other words, OUC is an agency that does not answer to the citizens it serves. This results in a complete lack of oversight, a situation that seems to be fully endorsed by the council.
Imagine the outrage if @DCPoliceDept and DC Fire & EMS took the same position that everything they do in responding to a 911 call involves private information. They would no longer tell you anything about any emergency response unless you are involved. Pinto and the Council wouldn’t accept that from police or fire/EMS, and it’s shameful they’ve accepted it for so long from OUC.
OUC isn’t protecting your private information; they’re only protecting themselves. Why does the council keep helping them with this cover-up?
It's time to stop the truth from being buried along with OUC's victims. #FixDC911

Thank you to @ANC2B for the opportunity to talk this evening about DC911/@OUC_DC issues. There was a great deal of passion behind their concerns of the continuing OUC problems and the agency's complete lack of transparency. Always glad to join @ANCJonah in his efforts to make DC911 more accountable to the people it serves.
Of course, there was significant interest in my report today about OUC confusion causing more than 15 minutes delay in sending EMS to Sunday's deadly Dupont Circle shooting. In another portion of the meeting @DCPoliceDept Capt. Khan further confirmed that officers began CPR on shooting victim Ronnie Massey. Here is the fire/EMS radio traffic and my report - statter911.com/2026/10/21/ma… #FixDC911

I ask again, "What about the humans?" Since I made this video in May, STATter911 has documented a shooting/trauma arrest, a cardiac arrest, a drowning, a stroke, a patient with chest pains, and a stabbing, where DC911/@OUC_DC made mistakes causing delay and confusion. At least three of the incidents involved deaths. And those are just the ones I know about.
DC911 continues to fail the public, but there has been no news coverage. No outrage from city leaders. Just business as usual. But do you remember what happened when the dogs drowned? What about the humans? #FIxDC911

Listen to the confusion: Here's the radio traffic showing DC911/@OUC_DC's more than 15-minute delay dispatching fire & EMS to DC Police officers who were doing CPR on a shooting victim. Dispatchers made serious mistakes after mixing up two different shootings on Connecticut Avenue. Here's the timeline and at least a partial explanation of what went wrong and why - statter911.com/2026/10/21/ma… #FixDC911

NEW: @DCPoliceDept doing CPR on a gravely wounded man urgently called for EMS. So, why did it take DC911/@OUC_DC more than 15 minutes to dispatch @dcfireems to Sunday's deadly Dupont Circle shooting? I have some of the answers. History tells us, they could be the only answers you ever get.
