Obamacare was first conceived by the Nixon admin in the 70s but failed to pass congress because the Dems led by Ted Kennedy were seeking a govt run single payer system. The Heritage Foundation drafted a version in 1989 to counter another push for single payer. Then Hillary Clinton introduced her version in 1993 with employer mandates while the Chaffe Act version of the Heritage Foundation bill focused on individual mandates. Mitt Romney spawned Romneycare in 2006 which was finally adopted in 2010 by Obama. The Dems & Republicans have been working together for half a century to keep us from having single payer.
