Vice admiral but even the CDS knows that he cannot rescind the order of the Admiral just like that, because in the military, there is nothing like former. A superior ranked officer will always be a senior even after retirement and will always be well respected by people after him.
The CDS knows that he will also be retired one day and will also need loyalty as shown by this lieutenant
