Հայ Դատի Կեդրոնական Խորհուրդը հրապարակած է «Ազրպէյճանի Հայ Պատանդները. ռազմագերիներ, քաղաքացիական անձիք եւ քաղբանտարկեալներ» թղթածրարը՝ 29 Հոկտեմբեր 2026-ին։ Ան կը ներկայացնէ այն 20 հայերուն վիճակը՝ զորս Ազրպէյճան տակաւին կը պահէ՝ Արցախի հայ բնակչութեան բռնի տեղահանութենէն աւելի քան երեք տարի ետք։ Թղթածրարը կ՚արձանագրէ՝ ❗Դատավարութիւններ զինուորական դատարանին մէջ, որոնք դիտորդներուն համար մեծաւ մասամբ անհասանելի են, իսկ դատավճիռները ամբողջութեամբ չեն տրամադրուած պաշտպանութեան. ❗Դեկտեմբեր 2025-էն ի վեր Կարմիր Խաչի Միջազգային Կոմիտէին ո՛չ մէկ այցելութիւն տեղի ունեցած է. ❗Եւրոպայի Խորհուրդի Խոշտանգումներու Կանխարգելման Կոմիտէին զեկոյցը կը մնայ անհրապարակ, քանի որ Ազրպէյճան իր համաձայնութիւնը չի տար. ❗Մարդկային Իրաւանց Եւրոպական Դատարանին մէջ դիմումները տակաւին քննութեան փուլին մէջ են. ❗Խորհրդարաններուն, կառավարութիւններուն եւ մարդկային իրաւանց պաշտպան կազմակերպութիւններուն արձագանգը, ինչպէս նաեւ տեղեկութիւններ՝ երրորդ երկիրներու միջոցաւ այցելութիւններ կազմակերպելու ձախող փորձերուն մասին։ Մինչեւ անոնց ազատ արձակումը, թղթածրարը կը պահանջէ՝ ❗Կանոնաւոր ու անկախ մարդասիրական մուտք եւ բժշկական գնահատում. ❗Անկաշկանդ կապ ընտանիքներուն եւ փաստաբաններուն հետ. ❗Խոշտանգումներու Կանխարգելման Կոմիտէին զեկոյցին հրապարակում. ❗Եւրոպական Դատարանին պահանջներուն ամբողջական գործադրում. ❗2020-ին գերեվարուած եւ մինչեւ այսօր անյայտ մնացած առնուազն 80 հայերու ճակատագրին արդիւնաւէտ քննութիւն։ աւելին՝ arfd.am/new/news/90740/

The Armenian National Committee International has published the dossier “Armenian Hostages in Azerbaijan: Prisoners of War, Civilians, and Political Prisoners,” dated October 29, 2026. It presents the situation of the 20 Armenians whom Azerbaijan continues to hold, more than three years after the forced displacement of Artsakh’s Armenian population. The dossier documents: ❗Trials in a military court, largely closed to observers, with the full verdicts not provided to the defense; ❗No visits by the International Committee of the Red Cross since December 2025; ❗The report of the Council of Europe’s Committee for the Prevention of Torture remains unpublished because Azerbaijan does not give its consent; ❗Applications before the European Court of Human Rights are still under review; ❗Responses from parliaments, governments, and human rights organizations, as well as information on failed attempts to arrange visits through third countries. Until their release, the dossier calls for: ❗Regular, independent humanitarian access and medical assessments; ❗Unhindered contact with families and lawyers; ❗Publication of the Committee for the Prevention of Torture’s report; ❗Full implementation of the European Court’s requirements; ❗An effective investigation into the fate of at least 80 Armenians captured in 2020 who remain missing to this day. The meeting convened at a time when the Armenian people continue to confront the consequences of the forced displacement of Artsakh, along with serious challenges related to defending the collective rights of Artsakh Armenians, the international pursuit of the Armenian Cause, the preservation of national spiritual values, as well as the unified role of the Diaspora. At the same time, the democratic backsliding being recorded in Armenia makes the need for pan-national unity and mobilization even more apparent. The session was an opportunity to reassess the outcomes of the Paris conference, present the work carried out over the past three months, and discuss the next steps. The meeting's concluding discussion was devoted to future directions. Participants reaffirmed that the principles and priorities formulated at the Paris conference continue to remain key components of the pan-Armenian agenda, and emphasized the necessity of carrying out unified, organized, and sustained work in favor of the national interests of Armenia, Artsakh, and the worldwide Armenian diaspora.

ARF Bureau Issues Statement on June 7 Parliamentary Elections The parliamentary elections held in Armenia on June 7 will remain in our modern history as elections conducted under unprecedented conditions of state terror. Throughout the electoral process, the ruling regime acted without restraint, employing every means at its disposal. It made extensive use of administrative resources by mobilizing state and municipal institutions. The full arsenal of propaganda and administrative pressure was deployed to limit political competition and influence the free expression of voters’ will. The government’s use of hate speech and its actions further deepened divisions and polarization within Armenian society. As a result, for the first time, administrative interference deprived citizens of the Republic of Armenia of their right to vote, while denying a political force its rightful representation in parliament. The scale and systematic nature of the electoral violations demonstrate the regime’s determination to reduce elections to nothing more than a mechanism for preserving its grip on power. Moreover, the failure to remedy electoral violations and the decision to leave them inconsequential for political expediency raise serious doubts about the viability of state institutions and the preservation of constitutional order. It is now beyond dispute that the current parliamentary majority was formed not through democratic elections, but solely as a result of a biased ruling by the Constitutional Court and the allocation of parliamentary mandates through administrative manipulation.
