Once you start seeing troll farms and bot networks for what they are, transnational organised crime, then you can take action. Someone is funding these networks and someone is operating these accounts. They aren't infallible or impossible to find. If we need new legislation then let's get it done.

I love that the pro-AI people legitimately think that we anti-AI people actually use the AI slop. They love to hit you with “Okay so go without for a week then and see how hard things are.” like friend... You'll never believe this but I actively avoid AI in all of its commercial uses. It’s literally brain rot.
