If #Rwanda is not compelled to withdraw from eastern #DRC, the consequences will reach far beyond the region. It would send a dangerous message that military aggression works, that occupying another country's territory can be rewarded rather than reversed. What would stop other states from doing the same? The longer an occupation lasts, the greater the risk it becomes permanent; or even turns into annexation. In eastern DRC, M23 and Rwanda have established parallel institutions, reshaped local governance, redistributed land, and carried out mass recruitment. These are not the actions of a force preparing to leave. This is about more than the DRC. It is about defending the international rules that protect every state's sovereignty. If aggression goes unchecked, the world becomes a far more dangerous place; one where war, displacement, sexual violence, and other grave human rights abuses become acceptable. Ending impunity is essential for lasting peace. Watch the full conversation with Daniel Levine-Spound: youtube.com/watch?v=F_3TTBQT…

Sanctions against Rwanda and those responsible, including @PaulKagame, must be part of a broader effort to end #Rwanda’s aggression against the #DRC and the decades of impunity that have fuelled instability in the Great Lakes region. The withdrawal of RDF troops and an end to support for M23 are essential, but given Rwanda’s repeated commitments and continued involvement, serious questions remain about whether these demands will ever be implemented! The killings, sexual violence, forced recruitment, displacement of civilians and illegal exploitation of Congolese mineral resources demand justice and accountability for those responsible. Europe must indeed stop looking the other way and end cooperation that legitimises, finances or strengthens Paul Kagame’s authoritarian regime while serious human rights violations continue, both inside Rwanda and beyond its borders.
Sanctioning Rwanda is an important step toward ending Kagame's brutal invasion of Congo. Europe's inaction on this subject risks damaging its already limited credibility on the world stage.

“Protect our narrative” by screening travellers’ social media? 😂 If Rwanda’s peace and progress are so convincing, why fear criticism? A country’s reputation should withstand scrutiny, not require ideological border control. Protect citizens’ rights, not the government’s image. @TofeRwanda @HumanRightsRW @HRF

🇷🇼 🇺🇸 Living in the United States, where the First Amendment protects freedom of expression, including criticism of the government, Patrick Niyonshima @TofeRwanda is calling on Rwandan authorities to screen people at borders and airports based on their social media activity. He enjoys the freedom to express his political opinions in a country that protects dissent, while advocating restrictions against those who challenge the official narrative in Rwanda. In #Rwanda, criticism of the government can expose individuals to detention, prosecution and other forms of retaliation. Even critics living abroad have faced intimidation and transnational repression. theelephant.info/analysis/20… His call to “Protect our country’s narrative”, while tagging @Rwandamigration, @Cybersec_Rwanda, @Rwandapolice, @RIB_Rw and @RwandaMFA, raises serious concerns about the use of state institutions to police political opinions rather than protect fundamental rights. Criticism of a government is not a threat to national security. Dissent is not a crime. And freedom of expression cannot be a privilege reserved for those who support those in power. A country’s reputation should be built on respect for human rights, the rule of law and accountability, not on suppressing critical voices. #Africa #FreedomOfSpeech

The Trump administration imposes sanctions on the Rwandan military for continuing to invade eastern Democratic Republic of Congo to seize its minerals, using its own troops and proxy M23 "rebels." Next stop, President Paul Kagame? He's giving the orders. trib.al/E4F9r4Q

No amount of sports sponsorship can erase the repression and human rights abuses committed by #Kagame’s regime. The @RwandaGov cannot continue to hide behind the global appeal of sports. The @NBA, @AVFCOfficial, @Atleti and @F1 must confront their role in helping Kagame’s government launder its international image. Sportswashing has consequences. So does silence. espn.com/nba/story/_/id/5028…

Rwanda is still not leaving eastern DRC despite successive US sanctions on the RDF, mineral networks, and now the Ministry of Defence plus Zigama bank. Treasury again calls for an end to M23 support and troop withdrawal under the Washington Accords. UN, HRW and Amnesty reports continue to document RDF presence with M23, mineral trafficking, forced labor including children, killings, sexual violence and parallel administrations. Shouldn’t additional measures beyond sanctions be considered?

While the US escalates sanctions on Rwanda over M23, the EU has imposed only limited targeted measures. The @Europarl_EN called for suspending the critical minerals deal and freezing aid, yet Brussels continues partnerships with Kagame; including raw materials cooperation and large Global Gateway investments. Some @EU countries are even discussing migration hubs in Rwanda. Meanwhile, Congolese civilians remain the main victims: millions displaced, with documented killings, sexual violence, forced labor (including children), and parallel administrations in Rwanda-controlled areas.

🇷🇼 In #Rwanda, a corruption conviction apparently doesn’t disqualify you from returning to a position of leadership, as long as you keep praising President @PaulKagame and remain in his good graces. Former Minister Édouard Bamporiki, sentenced to five years in prison in 2023 for corruption-related offences and pardoned by Kagame in 2024, has now been appointed Executive Secretary of Unity Club Intwararumuri. What message does this send about accountability, integrity and the fight against corruption? Is public leadership based on merit and ethical standards, or loyalty to the President? #Africa

Key question for @NBA: How can you preach values and take "Visit Rwanda" money from a regime invading DRC? Sport shouldn't whitewash abuse.
Two U.S. senators have called on the @NBA to reassess its partnership with #Rwanda under @PaulKagame, raising concerns over human rights abuses and sportswashing. As they warn, the NBA’s deepening relationship with #Rwanda risks making the league complicit in sportswashing: using sport to divert attention from human rights abuses and corruption. Can the NBA promote its values while overlooking the human rights record of its partners? @JeffMerkley @MarshaBlackburn espn.com/nba/story/_/id/5028…

Rwandan opposition leader Victoire Ingabire (@VictoireUmuhoza) spent nearly eight years behind bars after returning from exile to run for president. Though pardoned by President Paul Kagame in 2018, she was once again arrested in 2025 and detained on “conspiring to incite public disorder,” “undermining the authority of the government,” and other charges. In a letter from prison, Victoire writes, “The days are lonely and can sometimes feel hopeless in prison, but there are occasional bright spots. Earlier this year, my son spoke about my imprisonment at the Oslo Freedom Forum and I heard that posters with my photo had been placed at bus stops throughout the city. It makes me proud to think of my children, standing up for freedom and justice … I hope they understand why I feel called to do this work, even though it keeps us apart.” Victoire now faces a trial in which the prosecutor seeks a life sentence. HRF calls on the Rwandan regime to release Victoire and end its relentless persecution of opposition figures and government critics, both inside and outside the country. As Victoire writes, “I believe in a better future for Rwanda, but it cannot be built while independent voices are silenced.” Learn more → ow.ly/oBnI510177o #DispatchesfromDetention #VictoireIngabire
