Vision never actually used the Mind Stone at 100% and What If...? proved what happens when someone does:
In Captain America: Civil War, Vision tells Wanda to her face that he doesn't understand the Stone in his head and can't control it. Carol spent 6 years training as a Kree weapon and 30 years in deep space mastering her Tesseract energy.
Watch what Ultron did with Vision’s body in What If...? Vision’s body wasn't weak, Vision was just a pacifist who held back! When Ultron took over Vision’s body in What If...?, that exact same Mind Stone forehead laser literally cut Thanos in half with one blink.
The Tesseract is pure kinetic/spatial output, whereas the Mind Stone was using 90% of its bandwidth just to give a synthetic android a human soul and consciousness.
Vision had the same ceiling as Infinity Ultron, he was just too gentle to ever use the Mind Stone like a weapon.

In 2012, Thor hit Tony with lightning and accidentally supercharged his suit to 400% power. Without that free buff, Thor was literally crushing Tony’s armor with his bare hands.
In Age of Ultron, Hulk was tearing the Hulkbuster to pieces until he looked around at the crying civilians, calmed down, and started reverting, giving Tony one cheap shot while Hulk wasn't even fighting back!
Tony fought Steve and Bucky inside a cramped concrete silo where he couldn't fly, with a damaged suit, while actively trying not to kill Steve (he only wanted Bucky). And the second FRIDAY scanned Cap's fighting style, Tony had Steve beaten on the floor until Bucky distracted him!
Context matters way more than raw power levels in the MCU.
