During the Soviet era, it was positioned as a research-and-response institution directly responsible for plague prevention and control. * At the same time, we also have to take into account the broader Soviet system, in which institutions of this kind could operate within a military-civilian framework related to bioweapons. 2️⃣ According to reports, the laboratory accident involving a female researcher occurred around September 25 (Btw, the current narrative sounds suspicious). * Yet only about four weeks earlier, from August 24 to 27, the institute’s director, Sergey Balakhonov, participated in the 2026 China-Russia Joint Emergency Exercise on Cross-Border Infectious Disease Outbreaks held in Jiamusi, Heilongjiang Province, China. Balakhonov also delivered remarks during the exercise. * What did the exercise simulate? - An imported plague outbreak from across the border, as well as the emergence of a new tick-borne “Disease X.” 3️⃣ So again, the question is: Why do the CCP’s exercises always seem to occur at such remarkable times? * Before the COVID-19 outbreak, on September 18, 2019, an emergency exercise involving a novel coronavirus infection was conducted at Wuhan Tianhe International Airport. * Three weeks before the 2026 landslide disaster involving Tibet and Nepal, an exercise simulating a glacial-lake outburst and geological disaster was held at the Gyirong border crossing on August 5. * And now, roughly four weeks before the reported plague incident in Russia’s Far East, the CCP had again participated in an exercise involving plague. 4️⃣ The director of the Irkutsk institute, Sergey Balakhonov, is himself a researcher specializing in plague and tick-related diseases. His scientific cooperation with PLA researchers goes back at least to 2008. pmc.ncbi.nlm.nih.gov/article… * In one 2008 paper involving the institute and Balakhonov, one of the collaborators was Ruifu Yang (杨瑞馥）, a PLA expert in pathogen and biodefense research, who was also a corresponding author. * Yang Ruifu is directly named in the Yan Reports on #COVID19 origin. His definition of what he called a “new type of biological weapon” is closely related to what Dr. Yan defines as an “unrestricted bioweapon.” * The 2008 paper focused specifically on Yersinia pestis, the bacterium that causes plague. The published study included plague strains from China, the former Soviet Union, and Mongolia, and listed both Sergey Balakhonov and Ruifu Yang among its authors. * The research was supported by Chinese state-funded programs, including major national science programs such as the 863 Program and the National Science Fund for Distinguished Young Scholars. In other words, this was not simply an isolated academic exchange; it involved research backed by major Chinese government funding mechanisms. * Among the plague strains examined in the work were numerous isolates originating from China, together with strains from Mongolia and the former Soviet region. And the location of the current reported plague incident is, again, in a part of Russia geographically close to Mongolia. 4️⃣ We Must Also Consider the Larger Context: The CCP Is Trying to Undermine the Current U.S.-Russia Strategy Against the CCP * In today’s livestream, I am only laying out the facts, the connections, and the clues. I am not drawing a final conclusion, because the details currently available remain limited. * But the broader geopolitical background cannot be ignored. * The United States and Russia are moving toward cooperation against the CCP. * Putin has renamed the “Power of Siberia 2” concept as the “Power of Baikal. * Putin has also proposed a trilateral meeting involving President Trump, Xi Jinping, and himself. * Against that background, we have already seen an alleged attempted terrorist attack involving RAF Fairford in Britain, as well as an attempted terrorist attack involving an Israeli flight. So it is reasonable to consider another possibility: Could the CCP also attempt to create trouble inside Russia, with the purpose of disrupting closer U.S.-Russia cooperation against the CCP？ * Again, at this stage, this is a line of inquiry, not a conclusion. * But given the timing, the history of cooperation, the nature of the research involved, and the current geopolitical environment, it is a question that deserves serious attention.
