We know that at the 2024 Independent Commission for their “115 charges”, Man City presented their “irrefutable evidence” in support of their defence known as the “CPC Explanation”.
In short, Man City acknowledged the leaked emails stated they were transferring funds from the corporate owner, ADUG, to sponsors but that all the authors of those emails were just “confused” and made “false assumptions” for 8 years. Man City’s defence was that the money flows being described in the emails and documents actually related to money flows from the central government of the UAE (a.k.a. the Crown Prince Court, a.k.a. CPC).
The Commission decided this defence and “irrefutable evidence” in support of it was all fake - a “concoction” after the fact.
This alone will backfire heavily. It creates serious aggravating factors for any sanction, which really should lead to a recommendation to permanently expel this ownership.
But had it worked, they still had a challenge… Man City would have still breached all the same PL rules!
You see, there’s no realistic possibility that Man City’s CPC Explanation could have succeeded AND at the same time, not led to Man City and its Abu Dhabi state-owned sponsors being determined Related Parties (something that the Commission found to be the case anyway).
As Related Parties, the relationships needed to be reported (they weren’t) and Fair Market Value (FMV) be assessed for each RPT (they weren’t). RPT stands for Related Party Transaction.
So, why do it? Why risk further sanctions and even criminal prosecutions for no real gain?
Well, this was only part 1 of their defence strategy. The second part was happening concurrently in another, different proceeding between Man City and the PL.
In 2021, the PL updated its rules regarding RPTs and changed them to Associated Party Transactions (APTs). This was because they had learned (from the evidence Man City was finally forced to hand over by the High Court in 2020) that autocratic nation states like the UAE could readily hide the true nature of Related Parties to by-pass the rules. Newcastle was about to be acquired by Saudi Arabia at this time too and the PL realised they had to act quickly before they risked the possibility of more nation-state cheating.
The APT rules widened the definition and made it much harder for nation states to by-pass the rules and repeat Man City’s cheating.
In early 2024, when Man City was preparing its defence for its “115 charges”, the PL clubs voted to tighten the APT rules even further, once again making it even harder to cheat them. In reality, they went too far on one modification that required the clubs (instead of the PL) to prove FMV whilst at the same time, not granting the clubs access to the database used to determine FMV. It was unfair and opened up the rules to challenge (whichever lawyer wrote the amendment was an idiot).
The impact of the amendment was that it would make Man City’s excessive, non-commercial APTs (like their proposed Etihad deal) much harder to get approved.
Man City launched a Section X challenge against the APT rules in early 2024 with a number of different aims…

I mean, if this is the case, Newcastle might as well pump a billion in and in 2041-2042 be in the Championship for one season.
Hardly a deterrent.
🚨 BREAKING: Manchester City are expected to face a HUGE points deduction that would guarantee relegation to the Championship, following guilty verdicts on the vast majority of their 115 financial charges.
A further points deduction next season could keep City in the Championship for at least TWO seasons.
Relegation to League Two is considered unlikely.

🚨📺 The way Kate Abdo introduced Micah Richards on CBS Sports... 😂💀
"For now, he is still a Premier League and FA Cup winner... until he has to mail those winners medals back to somebody at Stoke City or Manchester United." 💀

This is completely false. Try checking the UK Subsidy Control Act or standard FCA regulations governments routinely ban owners, especially foreign state entities, from dumping unlimited uncommercial capital into businesses to distort fair competition.
More importantly, City weren't punished for "spending money." An independent panel found them guilty on 114 counts because they systematically fabricated over £830M in fake sponsorships to hide that spending and lied to their own auditors.
Falsifying corporate financial statements to bypass regulatory caps is a severe corporate offense in everyform of business. It's not a "bent football rule," it’s accounting fraud.

Ian Holloway had some very strong words when asked about the Man City charges.

Here is definitive evidence that Etihad was complicit in the “sham arrangements”.
Note: Peter Baumgartner was Etihad’s Chief Commercial Officer at the time
@etihad try explaining that away before you pretend to threaten people for telling facts
🚨MAN CITY UPDATE - ETIHAD THREATENS PREMIER LEAGUE WITH LEGAL ACTION
😡Airline and City's major sponsor 'categorically rejects' PL panel finding it was involved in 'sham' deals
⚠️Explosive statement claims that PL has 'created damaging implications for Etihad' & warns it must now 'take responsibility for the consequences'
🗣️Also says 'at no time' was it consulted & will now seek legal counsel

“I would be really concerned to lose them.” Prime Minister Andy Burnham on the possibility of Manchester City’s owners selling up. What?! These are owners found guilty of serial breaches of the Premier League rule-book by three judges on an independent commission after a lengthy investigation. Owners who outraged other clubs and countless fans by flouting the rules and inflating sponsorship income with the Disguised Funding Scheme.
Owners who misled auditors and regulators, who threaten to bring this Premier League season – and, potentially, future seasons - to a standstill by their appeal, deny, delay tactics. Owners who are patently not proper custodians of a famous, historic club. Owners who many hope will sell up and ship out after bringing such shame and sham contracts to the game.
So these are astonishing, alarming comments from the PM. “I do actually thank the City Football Group and the wider ownership for the money that they didn't just put into the Etihad and the campus around it but also into the city," Burnham told the BBC’s Chris Mason.
Come on, PM. Read the room. Read the commission’s report. Read the belligerent statements from the Abu Dhabi owners and their chief executive like Ferran Soriano. Rather than thank CFG, perhaps thank the diligence of the Premier League in seeking to enforce its rules and protect the national sport. Perhaps thank the three judges for their pain-staking work in sifting through reams of evidence and coming to their considered conclusion.
Burnham spoke as a politician seemingly with one eye on diplomatic and trade links. He spoke as a former mayor whose city benefited from investment in east Manchester by Abu Dhabi. “They've been such a huge partner in the building of modern Manchester and obviously the building of Manchester City into the global force that it is.” And how was that building financed?
Burnham spoke as a politician and not the football fan that he truly is. The lifelong Evertonian is usually pretty sound on football matters. He misread the mood of many fans not wanting the possible return of drinking in Premier League stands but that was a rare misstep. This is far worse. This makes him look out of touch with the prevailing mood. He was speaking at Hill Dickinson Stadium. Maybe he should head to Anfield on Sunday week and witness the anger felt towards City.
Burnham did add that he wasn’t getting involved in the process and that City had a right to appeal if they felt harshly treated. But how does the PM’s sympathetic words for controversial owners help the independent football regulator charged by Government with leading the fight against those who risk the credibility of their club, who play fast and loose with the rules and who damage the integrity of the national sport?
How frustrating if Burnham’s words embolden City's owners and Soriano further. Bit of an own goal by No 10.

Back in 2014, there was a man who was already aware of the irregularities involving Manchester City. That man now runs FIFA. The infamous Gianni Infantino, then UEFA General Secretary, abused his authority, shared confidential documents and, in short, outmanoeuvred the Investigatory Chamber, doing everything in his power to ensure that both Manchester City and PSG would merely receive a fine, avoiding a deeper investigation that could have led to a Champions League ban. All of these details were also revealed through Football Leaks.
Given his actions as UEFA General Secretary and, more recently, as FIFA President, I can only say, in my humble opinion, that Gianni Infantino has become a cancer on football and should have no place in the future of the game.

Manchester United lost out on three Premier League titles to this disgrace. So did Liverpool. Arsenal missed out on two. Tottenham missed Champions League qualification five times. Arsenal three times. Leicester twice. Manchester United & Liverpool once.
Inter, Tottenham, Villa, Sunderland, Watford, Stoke, all denied a fairytale chance at European or domestic glory. How many clubs trajectories were changed irrevocably because of City's arrogance to cheat so brazenly no matter the collateral damage?
There has been 35 seasons of the Premier League, City's cheating leaves a mark on 18 of them. More than half the history stained with their disgrace. How can they even be allowed to continue playing the rest of the season amidst all of this?
Strip every title & every trophy. Expel City from the Premier League & EFL, exile them to non-league.
Every single penny must be claimed back. The billions in prize money that they stole from other clubs.
The fine must be paid from the club, not owners. £830.7m in fake sponsorship is the starting point.
Which means every star they signed, everyone has to go. Rip them down to the studs & they start again.
Any person involved should be banned from football permanently. Ownership must be forced to sell.
It is the biggest scandal in sporting history. A disgrace on the sport & must be treated accordingly.
They deserve everything that is coming to them. It is beyond words how despicable this all is.

So all that big spending City did in summer, was knowing they were guilty and trying to rush in transfers ahead of at least a prospective ban. This season is also tainted then. The over the top spending wasn't "ambition" it was another attempt at cheating the system.

The @SerieA relegated their biggest club for a whole lot less cheating than City
