You should prefer when the government is adversarial to tech because then tech is forced to be adversarial to the government. Consider the state a vulnerable dependency. Don't import that package.
You'll hear all kinds of shlock about "poor circumstances for capital formation" but in the long arc of time the arrow points in 1 direction.
