It was the end of the 1st leg of my fast. Btw 21 days was the longest fast Gandhi ji kept.
From tomorrow women's groups of Ladakh will take it forward with a 10 Days fast, then the youth, then the monks from monasteries... then me again n so on. The journey has only started.
But we still hope n trust we won't have to do all this. Sooner rather than later a sense of responsible leadership will arise in @narendramodi ji n @AmitShah ji

National Clean Air Programme (#NCAP) Progress - Summary
🔴 NCAP: Launched in 2019, aims to reduce PM concentration by 20-30% compared to 2017 by 2024. In 2022, it was extended to 2026 with the goal of achieving up to 40% reduction
🔴 About this Report: Evaluates the flagship NCAP, concentrating on key areas such as institutional strengthening, finance, mitigation measures, source apportionment studies, and air quality trends. Critical findings are summarized here.
🔴 Report Link: energyandcleanair.org/wp/wp-…
1) Air Information Centers
🔵NCAP aimed to establish air information centres at central and regional levels by 2020; however, as of December 2023, only the central 'Portal for Regulation of Air Pollution in Non-Attainment Cities (#PRANA)' portal is functional
2) Pollution Forecasting
🟢Despite NCAP's goal for air pollution forecasting systems in non-attainment cities by 2022, only #Delhi has a functional system by December 2023
3) Utilization of #Funds
🔴Out of total allocations of 1253 crore to 82 non-attainment cities, only 498 crores (40%) was utilized till November 2023
🔴49 million plus cities were allocated 9610 crores out of which 5909 crore (62%) was utilised
🔴Overall, significant under utilization of the allocated funds
4) Key Initiatives Undertaken by Various Ministries in NCAP cities
🟡 Ministry of Housing and Urban Affairs (#MOHUA)- Swachh Bharat Mission (#SBM), Smart City Mission (#SCM), #AMRUT
🟡 Ministry of Heavy Industries (#MHI) - Faster Adoption and Manufacturing of Hybrid and Electric Vehicles (#FAME II)
🟡 Ministry of Petroleum and Natural Gas (#MOPNG)- Sustainable Alternative Towards Affordable Transportation (#SATAT), City Gas Distribution Network (#CGD) and #GOBARdhan
🟡 Ministry of Environment, Forest and Climate Change (#MOEFCC)- Nagar Van Yojana (#NVY)
🟡 Ministry of Power (#MOP)- National Mission on Biomass, Installing Flue-Gas Desulfurization (#FGD) in Coal based Power Plants
🟡 Ministry of Road Transport and Highways (#MORTH)- Vehicle Scrapping Policy (#VSP)
5) Source Apportionment
🟢44 out of 131 non-attainment cities conducted #sourceapportionment studies by December 2023.
6) Monitoring Stations
🟠NCAP planned to increase manual monitoring stations under #NAMP from 703 to 1,500 by 2024
🟠As of December 2023, only 931 manual stations were operational, falling significantly short of the target
🟠For #CAAQMS, NCAP aimed for 150 stations, and currently, 531 are operational, indicating very good progress
🟠The rural monitoring network, with 26 manual stations, covers limited areas. The goal of establishing 100 rural monitoring stations by 2024 appears challenging
7) Air Quality and Most Polluted Cities
🔵227 cities had 75% PM10 data availability in 2023 - 85 cities under NCAP and 142 cities Non NCAP
🔵78 NCAP cities exceeded #PM10 National Ambient Air quality Standards (NAAQS)
🔵118 non-NCAP cities > NAAQS for PM10 levels
🔵Top 3 Polluted cities by PM10 - #Byrnihat (301 µg m-3) in Meghalaya/Assam, #Begusarai (265 µg m-3) in Bihar, and #GreaterNoida (228 µg m-3) in UP
🔵Top 50 polluted cities - Mostly in #Bihar (19), #Haryana (8) and #Rajasthan (8)
8) Recommendations
🟠High number of non-NCAP cities recording hazardous pollution levels - emphasizing the need to reassess the list of non-attainment cities
🟠 More balanced allocation of funds to address emission load reduction at source
🟠Setting up a penalization mechanism for the responsible authorities and sectors for non-compliance to the timelines and action points
🟠Public access to data generated through satellite, industrial air quality monitoring, continuous emission monitoring system (#CEMS), low-cost sensors and manual monitors
🟠Increase the number of monitoring stations to cover a wider geographical area, including rural regions
🟠Expedite the identification of airsheds in the country to formulate and implement #airshed based air quality management
🟠 Set stratified NAAQS with interim targets
