“Resilient systems stay resilient as long as resilient people are working in them,” Viktor Liashko, Minister of Health, Ukraine   At #WHS2026, today’s second keynote session, “Resilience in Healthcare: Experiences from Ukraine and Other Crises Contexts,” looked at how Ukraine’s health system has kept its key functions running through four years of war, despite attacks on facilities, a displaced workforce and disrupted supply chains.   Florika Fink-Hooijer, Director-General, Health Emergency Preparedness and Response Authority (HERA), European Commission, explained why these lessons matter beyond Ukraine: “We cannot have the perfect plan for every crisis, but what we can do is, through partners, through lessons learned, at least be better prepared for crises we have not imagined.”   Carsten Linnemann, Federal Minister of Health, Germany, reaffirmed: “Germany stands firmly with Ukraine. You can count on us.” He also stressed that health policy has become an integral part of security policy, and that health systems must start preparing for war-related crises today.   The discussion showed that resilience is built long before a crisis hits, through the people who keep services running, through preparedness and through cooperation with partners.   👉 Missed the session?
