No. The plural “Elohim“ can refer to a singular subject who is not God Almighty. Contextually that is made clear in the next verse (Hosea 12:4) where it tells us this “Elohim“ is a single angel. Notice also “Elohim” there in v 3 lacks the definite article.

Sure, that’s a linguistic meaning. But for a technical meaning read Hebrews 1:7. “Also, he says about the angels: “He MAKES his angels spirits, and his ministers a flame of fire.” In the technical sense they are heavenly spirit beings who mediate between God & His creation.
