Beliefs are only tested with immediacy... it's easy for someone to say they love or hate something that's distant from them. Sometimes, people who say they'd hate XYZ actually flip once they become closer to it, but still.
There are only ever a tiny amount of trans people anywhere, but relying on scarcity is actually not persuasive. Someone may say "IDC as long as they stay outta my way", but if their child comes out to them, the threat level goes to Critical. Quantity doesn't matter at all.
It's sort of like wearing seatbelts. Most people wear them even if an accident will certainly not occur. As a hypothetical, people will protect themselves even without the existence of a threat. Arguing about "There's only a few trans people...!" doesn't erase the "threat".
