Mr. Tibor Nagy, Rwanda is the aggressor, not the DRC. Rwandan forces are accused of operating on Congolese territory; the reverse is not the reality described by these allegations.
US sanctions against Rwanda should therefore be maintained and strengthened to end support for the M23 and uphold the sovereignty and territorial integrity of the Democratic Republic of the Congo.
The DRC has also engaged in efforts to neutralise the FDLR, including commitments under regional peace initiatives and processes aimed at their disarmament and cantonment. These efforts must be assessed on the basis of implementation and must not be used to divert attention from allegations against Rwanda.
Sanctioning Rwanda is not unfair when the objective is to hold those responsible accountable. Peace requires an end to support for armed groups, the withdrawal of Rwandan forces from Congolese territory, and respect for the DRC’s sovereignty.
Justice for the DRC. No impunity for aggression.

If the US wants to be objective in helping end the long running Rwanda/DRC face-off in Eastern Congo, then sanctioning only one side will not help. The Tshisekedi Govt has its own proxies that threaten Rwanda, so why not sanction all the troublemakers?

Sasha Lezhnev, Senior Policy Advisor at the Sentry, said: "Rwanda's invasion of the DR Congo with up to 18,000 troops and command of an armed group that has recruited child soldiers and committed alleged war crimes should raise alarm bells with the NBA. It's time for the league and the Clippers to cancel their commercial relationships with Rwanda, just as Arsenal and Bayern Munich did last year."
The Sentry has reported for several years on the roles of Rwanda, Uganda, and the DRC government in the conflict in eastern DRC. Earlier this year we launched the Blood on the Ball campaign to draw attention to sportswashing by governments involved in fueling some of the deadliest wars in the world, particularly Rwanda and the United Arab Emirates.

L’ASSASSINAT D’UN PRÉSIDENT, UN ESPOIR DÉMOCRATIQUE BRISÉ
Il y a 33 ans, dans la nuit du 20 au 21 octobre 1993, le Burundi basculait. Melchior Ndadaye, premier Hutu démocratiquement élu à la présidence de la République, était assassiné par des militaires tutsis issus d’une armée alors dominée par cette minorité.
Quelques mois après sa victoire, des hommes ont choisi les armes pour contester le verdict des urnes. Leur responsabilité dans la crise qui secoue la région des Grands Lacs Africains depuis cette date, est immense.
Cet assassinat a déclenché des massacres inter-ethniques suivis de représailles militaires meurtrières contre les Hutus, plongeant le Burundi dans la guerre civile. Ses répercussions ont dépassé les frontières : au Rwanda voisin, la mort de Ndadaye a contribué à radicaliser les esprits .
Honorer Ndadaye, c’est rappeler que les urnes ne doivent jamais céder devant les fusils. C’est exiger vérité et justice

Live from Geneva, at the 146th session of the UN Human Rights Committee (CCPR), which is examining Rwanda’s compliance with the International Covenant on Civil and Political Rights today.
Numerous questions have been raised, including:
The enforced disappearance of poet Innocent Bahati, who has been missing since 7 February 2021.
The fate of lawyer Donat Mutunzi, who went missing in early April 2018, before the Rwandan police announced his “suicide” in detention.
The findings of the UN Mapping Report and the massacres of Hutu refugees. The UN Mapping Report documented serious violations of international human rights and humanitarian law committed in the Democratic Republic of the Congo between 1993 and 2003. The mapping exercise was conducted under the auspices of the UN Office of the High Commissioner for Human Rights, then headed by Navanethem “Navi” Pillay, who was just awarded the 2026 Nobel Peace Prize for her efforts to promote peace and international law.
Another Nobel Peace Prize laureate, Dr Denis Mukwege, has long been calling for the UN Mapping Report to be taken out of the drawers of the United Nations and for its findings to finally be acted upon.
Questions have been raised about the report’s findings and the massacres of Hutu refugees. Rwanda’s Minister of Justice, who heads the Rwandan delegation, has been asked to explain his government’s position and the steps taken in response to these allegations.

📢URGENT: An open letter to @refugees and USA demanding immediate protection for Rwandan refugees, independent investigation into the beheading of sgt. Maj. Robert Kabera, and sanctions on Rwanda for its pattern of transnational repression and impunity.
Kabera had been previously attacked in Kampala by three men who told him, “Even if you run to America, we will find you and kill you.” One week before his death, a public figure affiliated with Rwanda’s ruling party appealed to Uganda’s Chief of Defence Forces requesting him to silence critics of President Kagame and to prevent them from criticizing him from Uganda; Kabera was on the list among those named.

Robert Kabera asked for protection, but neither the Ugandan government nor @Refugees provided him with the protection he needed. His death raises serious questions about the safety of Rwandan refugees and the failure to protect those at risk.
This is a broader issue affecting Rwandan refugees across #Africa, particularly in East Africa, where many fear persecution, abduction, or assassination by agents of @PaulKagame’s regime. Tragically, their concerns are too often ignored, and their calls for protection go unheard by host governments and the international community.

📢URGENT: An open letter to @refugees and USA demanding immediate protection for Rwandan refugees, independent investigation into the beheading of sgt. Maj. Robert Kabera, and sanctions on Rwanda for its pattern of transnational repression and impunity.
Kabera had been previously attacked in Kampala by three men who told him, “Even if you run to America, we will find you and kill you.” One week before his death, a public figure affiliated with Rwanda’s ruling party appealed to Uganda’s Chief of Defence Forces requesting him to silence critics of President Kagame and to prevent them from criticizing him from Uganda; Kabera was on the list among those named.

📌 Les #FDU_Inkingi dénoncent avec indignation l’assassinat du sergent-major #Robert_Kabera, ancien militaire du #FPR devenu critique du régime de #Paul_Kagame, survenu le 17 octobre 2026 en Ouganda.
⚫ Ce meurtre soulève de graves inquiétudes quant à la répression transnationale visant les opposants politiques et les réfugiés rwandais. Il rappelle notamment les assassinats de #Charles_Ingabire en 2011 et d’#André_Kagwa_Rwisereka en 2010, ainsi que l'enlèvement de #Joel_Mutabazi en 2013.
➡️ ✅ Pour les FDU-Inkingi, les menaces publiques dont Sergeant Robert aurait fait l’objet renforcent la nécessité d’examiner toutes les pistes, y compris celle d'une éventuelle implication d'agents liés à Kigali, qui reste à établir par une enquête indépendante.
📍⚖️ Les FDU-Inkingi exigent une enquête impartiale et transparente, la protection effective des réfugiés rwandais en Ouganda et le respect absolu du principe de non-refoulement.

SERGEANT ROBERT: KIGALI’S HAND STRIKES AGAIN IN UGANDA!
FDU-Inkingi strongly condemns the assassination of Sergeant Major Robert Kabera, a former RPF soldier who became an outspoken critic of Paul Kagame’s government, reportedly killed in #Uganda on 17 October 2026.
His killing raises serious concerns about transnational repression targeting Rwandan political opponents and refugees. It recalls previous cases, including the murder of journalist Charles Ingabire in 2011, the killing of André Kagwa Rwisereka in 2010, and the abduction of Joel Mutabazi in 2013.
For FDU-Inkingi, public threats allegedly made against Sergeant Robert reinforce the urgent need to investigate every possible lead, including potential involvement by individuals linked to Kigali, which remains to be independently established.
FDU-Inkingi demands an independent, impartial and transparent investigation, effective protection for Rwandan refugees in Uganda, and strict respect for the principle of non-refoulement.
The party calls upon #UNHCR, the African Union and the international community to ensure accountability and prevent further attacks against Rwandan dissidents abroad.
