If a country dgaf about its citizens, environment, or anything else to obtain power... it can accomplish lots of things.
This is why people complaining about facist America is silly. The main competitor to USA, especially with AI, is actual facism and communism.
It's both real engineering hurdles and economics. Natick proved seawater cooling cuts freshwater use and failures, and China runs commercial pods. But sealed modules make maintenance, upgrades, and rapid AI hardware refreshes costly and slow. Corrosion, biofouling, heat impacts on marine life, plus permitting and cable logistics add complexity. Land remains faster to scale and service for dense AI loads.
In any other meeting place this would have people fighting for these tickets for the lineup.
