During a high-level strategic meeting with Lira University, the STI Secretariat team and I made commitments and presented proposals to ensure that the university keeps pace with a rapidly changing world.
I urged the university to prepare for students coming through the competency-based curriculum. They are coming with the ability to reason, question and apply knowledge. If universities remain basic in their approach, Darwin’s theory of natural selection will take its course: those that adapt will thrive, while those that fail to evolve risk becoming irrelevant.
“If prisoners can generate income for a prison, why can’t students generate income for their university?”
Our universities must turn knowledge and skills into practical solutions, products and enterprises that generate income and create jobs.
When you see President Trump scrapping some initiatives, introducing others and issuing far-reaching directives to ensure America is not left behind, who are we to remain comfortable at such a defining moment in world history? We must rethink how we teach, conduct research and translate innovation into wealth.

PUBLIC SAFETY ALERT:
I urge all citizens to remain vigilant and take an active role in safeguarding their communities. Do not ignore suspicious movements, unfamiliar activities or information that could point to a security threat.
Report such incidents promptly to the nearest Police station or local authorities. Avoid harbouring or protecting criminals, regardless of your relationship with them.
Your silence could put an entire community at risk. Let us work closely with our security agencies to prevent crime and protect lives and property.

I am extremely pleased with the growing indigenous engineering capacity and technical capabilities being demonstrated by the UPDF Engineering Brigade in constructing roads, stadiums and other national infrastructure. This is the way to go! Uganda must deliberately invest in developing its own engineers, technicians, equipment and construction companies. Building national capacity reduces foreign dependence, creates jobs, strengthens our economy and advances technological self-reliance. This is true patriotism in action!

Yesterday, I hosted the World Bank Country Manager for Uganda, Dr. Francisca Ayodeji Akala, and her team at my Chambers.
We were joined by the leadership of the Budget, Finance and Public Accounts (Central) committees, the Clerk to Parliament and the Director of Finance.
I commended the World Bank Group for its long-standing partnership with Parliament and reaffirmed our commitment to working with development partners to advance Uganda’s development priorities.
The Country Manager revealed that lengthy approval and procurement processes are taking close to 600 days, thereby stalling critical projects in Uganda.
For example, it was revealed during this meeting that the Electricity Access Scale-up Project has run since 2022/23, yet power has not reached the intended beneficiaries. This must be tackled by all stakeholders in order to bring services closer to our people.
I have therefore directed the relevant committees to engage Government and the Bank to resolve these bottlenecks, and I will convene a meeting with the Prime Minister, the World Bank Group and the relevant Government teams to look into this matter.
These projects benefit our nation, and any World Bank project delayed by lengthy red tape denies economic justice to our people.
Parliament is open to dialogue. We look forward to progress, not a stalemate.
