I live in LA. Through the DMV getting a driver’s license or renewing or replacing one you are automatically asked if you wish to register to vote. It then asks if you are a citizen (with a reminder it’s perjury to lie). And that’s it. No further documents or verification to prove you are a citizen. Everyone in CA knows Democrat Communists here will not prosecute illegals who vote in elections. So, they are not afraid to do this.
